STAR.) i —————<2 >_____ THE NIAGARA AND THE SACRAMENTO.—A Lisbon telegram of the 5th inst.says: “The difficulty between America and Portugal has been amicably settled. The Governor of the Belern Fort has been dismissed, and the fort is to salute the American flag to-day with twen- ty-one guns.” The Lisbon Journal do Commercio of the 30th published the following as an official ac- count of the affair: “The two Federal steamers anchored at Belem, much below the ground they wished totake, because the Portuguese guard-ship prohibited their approaching negrer to the Place where the Stonewall lay. Next day, when the Confederate vessel had sailed, they Weighed anchor, with the intention of coming up the river, but did not not notify the guard- ship of their intention, and this caused the Governor of Belem Tower, whose orders were precise, to fire intothe vessels. It isexplained that the Federal ships steamed towards the bar, in order to take the turns up theriver, and there is no doubt the whole’ difficulty might have been obviated had they sent previous notice to the Governor of Belem Tower. “It is said that atthe first shot the Niagara lowered her flag half-mast, to show that she accepted the intimation not to go out, ard this signal, Appears not to have been observed at the Tower, which fired six more shots at the frigate, and it is said three shots struck her side. The commandéY of the Niagara com- plains thaf a blank cartridge was not first fired to give him timely warning.” RECEPTION OF THE NEWS BY GENERAL LEE, A Washington despatch says: Both Petersburg and Richmond are now draped in mourning. The cities which resisted our bayonets three weeks ago unite with us now to lament the Chief Megistrate’s death. General Lee at first refused to hear the details of the murder. A Mr. Suite and another gen- tleman waited upon him on Sunday nightwith the full Het ipe nt He said that when he (General Lee) dispossessed himself of the command of the Rebel forces he kept in mind President Lincoln’s benignity, and surrendered &s much to the latter’s goodness as to Grant’s artillery. The General said that he regretted Mr. Lincoln’s death as much as any manin the North, and believed him to be the epitome of magnanimity and good faith. These candid expressions being circulated at large have done Lee much honor, and he and Richmond are out ef danger of mob violence.
