THE EVENING STAR. AFFAIRS IN RICHMOND. Recenetruction— No Recognition of the Rebel Si egislature—W hat the Pres- dent Said to Judge Campbell. Mr. L. L. Cronse, of the New York Times, writes from Richmond on the 10th instant, as tollows 1 stated in my letter yesterday that Judge Campbell bad in his possession a document written, buypot sizned, by Mr. Lincoln, to the effect that the President would permit the retorm hither of Governor Smith anc the rebel Tegisiature of Virginia, for the purpose of conferring and deciding upon the destiny of Virginia. That was the version given of the document by Judge Campbell and his friends. I did not believe that any such thing was promised; and should have said so, but I closed my letter in 200 great haste to enlarge upon the subject, es- pecially as my information was limited.
