The vote on the passage was 7 against 3. The Houce then went into committee on the amendatory tariff bill, until half-past four. After the recess, in evening session, the Speaker laid before the House a letter from the Secretary of War, in reply to a@ resolution of the House, inclosing & communication from Geveral Augur, in which the latter reports that early in July, #61, namereus comptaints were made by Captain Scheetz, provost marshal, that bounty-brokers were engaged in the kid- napping and running off of colored men, and giving them not one cent This complaint was Made known to the Secretary of War, who directed that no colored men should leave the city withonta pass. Colored men can obtain pases by showing that they are not enrolled ia this District. The commnnication was referred tothe Com- mit'ee on Military Affairs. A communication was also Iaid before the House, ehowing that Commodere Vanderbilt received over £300,000 for the charter of the Vauderbilt, just previous to his presenting that veerel to the Government. Disease AMONG FReNcH HorsEs.—The horses of the cavalry regiments forming part of the garrison of Paris are at present, it is anid, suffering trom a disease resem'ling jaundice, and which the vetinary surgeons call inappe- fameevecause it deprives them of all appetite. Toe animal attacked with this disease gene- rally dies aftera few days’ illness, The epi- demic has been chiefly fatal among the horses ofthe Cuirassiers and Chasseurs of the Im- perial Guard.
