Information has reached the Navy Depart- mentof the capture of the blockade running steamer “Syren,” on the night of the iSth ulti- | mo, by the crews of the U_ 8S. steamers Phila- | delphia anda Gladiolus, while attempting to make her way up to Charleston. The Syren, | when captured, was at anchor near the bridge | on Ashley river, having been set on fire by her | crew. Contravands were actively engaged in | removing her cargo, which was an assorted one, but our men took possession of the vessel | and extinguishea the flames, and saved the vessel and her cargo. | ARBIVAL OF SiCK AND WOUNDED. | The hospital steamer State of Maine arrived here yesterday from City Point, withtwohun- | dred and thirty-three sick and wounded men | and one officer—Lieut. Col. Beaumont, of the | lst New Jersey cavalry. There were thirty- | four very serious cases amonz the number | brought up on the State of Maine, and private Henry Bogart, of the 210th Pennsylvania vol- | unteers, died on board of the boat when be~ ween this city and Alexandria, H | | | AGROUND. All the tugs in port this morning were dis- patched down the river for the purpose of | pulling off the transport Suwanee, which ran | aground off the light-house below Alexandria during the ice blockade. Several attempts | have been made before to pull her off, all of | which bave proved unsuccessful. It is feared | that she has been somewhat damaged by the | floating ice. FOR WILMINGTON AND CHARLESTON. i} On Sunday the steamehips California and | Victor were dispatched from the 6th wharf to | Wilmington, with Government mules and wagons. REBEL ENLISTMENTS. The Secretary of War to-day communicated to Concress statistics concerning the enlist- ments of rebel deserters and prisoners of war, from which it appears that of late several thousand rebels have taken the oath and en- tered the Union armies. Recruiting is now progressing rapidly from among this class, particularly in the western military prisons. REBEL DESERTERS. The mail boat from City Point to-day brought up one hundred and forty-eight rebel deserters, principally from Virginia and South Carolina regiments. PAROLED. Capt. Bradford, of the rebel army, (son of Gov. Bradford, of Md.,) was released from the Old Capitol to-day on parole, and ordered to report to his father. PERSONAL.—Colonel John A. INCREASED COoMPENSATION.—T he Committee of Conference on the disagreeing votes of the two Houses of Congress relative to an increase of pay of the employees of the House, to-day reported again that it had failed to agree, whereupon a new committee was appointed on the part of the Senate with instructions to add to the contingent fund of the House #13,000 to be disposed of by resolution of the House. This is virtually agreeing to the increased compensatien, and will probably lead to a sat- isfactory settlement of the matter at once. CONGRESSIONAE, Wepnespay, March t. SENATE.—On motion of Mr. Wilson, the Senate receded from its amendments to the resolution for the publication ot a full army register, as had been rejected by the House, and the resolution thus passed. Mr. Wilson reported trom the Military Com- mittee a bill for the appointment ofa ehief of staff forthe Lieutenant General of the army, with the rank and pay of a Brigadier General, which was passed. A recolution was adopted for the printing of 5000 copies of the report of the Smithsonian Institution, 3000 for the Senate, and 2000 for the Institution. Mr. Wilson, from the Military Committee, reported adversely on the House resolution allowing the muster out of soldiers who en- listed in regiments for their unexpired term. Mr. Howard called up the bill to allow the Central Pacific and the Western Pacific Rail- road Companies, ot Calitornia; the Union Ps- cific, and all other railroad companies pro- vided forinthe Racific railroad act of July, 1861, to issue their six per cent. thirty year bonds, interest payabie in lawful money, upon their separate roads. The companies may is- sue, respectively, their bonds to the extent of one hunared miles in advance of a continuous completed line from Sacramento. The bill ratifies vhe assignment made by the Central Pacific Company, of Ualifornia, to the Western Pacific Company, of that State, of the right to construct all that portion of said road and tel- egraph from the city of San Jose to the city of Sacramento, with all the privileges and benefit to the Western Company of the several acts of Jongress relating thereto, provided the West- ern Pacific Company construct the first twenty miles of their road in one year from the first of July, 1865, and the entire road from San Jose to Sacraments, connecting at the latter point with the said Central Pacific road, within four years thereafter. Mr. Harlan moved to strike out the section ratifying the assignment, which was opposed by Mr. Conness and Mr. Howard. — The motion of Mr. Harlan was rejected, and the bill passed. Mr. Sherman reported back from the Finance Committee the six hundred million loan bill trom the House, without amendment, aad on his motion it was at once considered. Messrs, Johnson and Tromball objected to the provision of the bill which authorizes the issue of interest-bearing Treasury notes as cal- culated to swell the volume of currency the same as would the issue of greenbacks. Mr. Trambull moved to amend the bill by striking out the words “or Tressury netes,” so as to require the issue of the whole $600,000,000 in bonds. Mr. Sherman explained, in reply to some re- marks of Mr. Trumbull, that the government ‘was now decreasing instead of increasing the legal tender notes. The compound interest notes which run for three years and are then convertible into 7.30 bonds, he thought, would be hoardea after a year or move’s interest had accumulated on them. He beleved no more of that class of security would be issued by the present Secretary, or the gentleman who itis supposed will succeed him. Under this. bill the notes to be issued will run for five years betore being redeemable or convertible. The Government, in withdrawing legal ten. ders, was issuing mon-legal tenders in their strad Mr. Trumbull’s amendment was rejected. Mr. Hendricks moved to amend by striking out the provision exempting all bonds and other obligations issued under ths act from State and municipal taxation. He said that the Government securities issued up to this time, apd under present taws, mast remain thus exempted from taxation; but here was @ proposition toadd six hundred millions to that exempted class of securities. There was a growing discontent in the country at this thing, and there was nothimg so caiculated to get a spirit of repudiation. The most of these bonds are held by large ere and though it is Tepresented that all cli 8re investing in these bonds, the amount is a mere bagatelle in comparison to that taken otherwise. He thought we ought not to go further in this di- rection. Mr. Sherman said this exemption from State and municipal taxation of United States se- curities had always been the policy of the Government, and if it was now departed from we would find no sale for the bonds. Mr. Hendricks’ amendment was rejected, and the bili then passed. Mr. Clark, from the committee of conference on the disagreeing voies of the two Houses on the legislative and deficiency bills, reported that they had been unable to agree—the diffi- culty being the House appropriation for extra compensation to its employees. Hovsg.—The House went into Committee on the bill amendatory of the laws imposing duties on foreign importations. Mr. Brooks opposed the additional duties proposed on railroad iron. Messrs. Griswold and Stevens ad vocated the rates in the bill. The House refused to strike out the clause imposing an additional duty of fifteen cents a hundred pounds on railroad iron. Mr. Cox offered an amendment—that the specific duty on tea and coffee be repealed. and in lieu thereof there shall be levied and col- lected an ad valorem duty on tea of fifty per centum, and on coffee twenty per centum. The committee rose and reported the bili, as amended, to the House, whea Mr Morrill demanded the previous question, which was seconded. x Mr. Cox moved to lay the bill, as amended, on the table, but this was disagreed to—yeas 43, nays $9. - The bill was then passed. The Speaker laid before the Housea commu- nication from the Secretary ot War, enclosing one from Provost Marshal General Fry, in re- ply toa resolution of the House, giving some particulars as to the enlistment of rebel pris- oners into our armies, which was made under direction of the President. Mr. Washburne, of Illinois, made a report in relation to trade with insurrectionary States, saying the effect is to prolong the war by en- abling speculators to furnish the rebels with supplies. He reported a bill repealing so much of the present law authorizes the ap pointment of agent to purchase products of in- surrectionary States. The bill was passed. soe TELEGRAPHIO NEWS. Forrress Monroe, Feb. 27.—The steamer Prometheus, en route to Wilmington, N. 0.» arrived here this morning, and reported hay- ing collided with the brig H. Means, in the vi- cinity of Oape Henry, and carried away the brig’s foremast and bowsprit, and otherwise considerably damaged her. . The H. Means was from the West Indies with a cargo of sugar and molasses, and was bound to this port for a harbor. The steamers Thomas A. Scott and Tona- wanda arrived here to-day from Fort Fisher, and reported having encountered very thick and bad weather during the trip to this place. From Fortress Monroe. Fortress Monrog, February 26.—Theships Edith and American Congress, from New York, with commissary stores arrived here to- day. ‘the schooner Birehard and Tarry arrived here also to-day in a badly damaged condition with a cargo of forageon Government account, baving been for 57 days out at sea and enconn- tered very severe gales, losing most of hersails and spars. LISTMENT OF JAIL PRISONERS IN THE DIsTRICT OF CoLUMBIA.—The House Commit- tee for the District of Columbia, a short time &go, were instructed to inquire as to the truth of the allegations that negroes and others have been sold out of the jail of this county and placed in the army, &c. They, in their report, ere happy to say that the number engaged in the corrupt practice is not so great as may have been supposed, and that but few instances bave been found in which criminals charged with heinous offences have been admitted to bail for the purpese of being used as substi- tutes. Itis unquestionably true that wrongs have been committed, and outrages on public morality and public justice perpetrated, which call for the interferenoe of Congress, and so far as may be. for the punishment of the guilty by existing law. The whole number admitted to ball, to be used as substitu‘es, is not far from seventy. The larger part weve committed to jail for trivial offences, anc the committee have found no proof of the lettieg to bail of more than five or six persons charged with crimes as highas grand larceny. The com- mittee, in order to prevent the repetition of such practices by officers of the jail or others, have reported a bill making it a misdemeanor to offer or enlist persons confined in jail. On conviction, the offenders are to be fined from $250 to $1,000, and imprisoned from six moaths to one year. The jury decided that the deceased came to his death by a gun-shot wound, the ball entering the body under the right arm and passing out near the center of the back, and that the gun was fired in tne hands of one Samuel R. Holtz- man, and from the circumstances the jury believe it was purely accidental.
