LATE FROM MEMPHIS. - Gen, Hatch Relieved from Duty—Hoed's Army gone inte Winter Quarters. — Catrro, Feb. 5.—The sence Marble City, from Memphis, has arrived. Itis eencrien that Gen. Hatch has been re- lieved from duty at Memphis, and assizned to the command at Little Rock. His successor is Gen. Roberts. “rfteen decerters, principally of the 133d Tennessee rebel infantry, including a surgeon, came into our lines to-day, and took the oath of allegiance. Their furioughs, which were to expire to-day, were issued by Major General Hood, signed by General Cheatham The divi- gion commander surgeon was direct from Tupelo, Mississippi, where, he stated, Hood’s ' army has gone into winter quarters. He con- tradicts the report that General Cheatman made as to the troeps at that place, ad- yvising them to go home. He had merely given furloughs, that they might go home to assist recruiting. The Surgeon also stated that many who de- | clared their intention to desert on account of the destitution of the army, on learning that they would have comtortable quarters and would be better fed and clothed, were again re- turning to the rebel army. A baker, of Memphis, named Speecht, resid- ing out of the lines, four miles from the city, | bas been arrested and lodged in the military rison, on the charge of smuggling a barrel of Puinine which was found in his cellar, and which it is said he held for disposal to the rebels. Mr. Pomeroy said he had read the petition of Bloodgood Brett, which he temporarily with- held iast Saturday, and foun nothing in it whick would deprive the party of the right of petition. Its purport was the two American armies should join and expel the French from Mexico, and take Cuba and Canada, and b: that time the people of the two sections will become so united as to render disunion there- after out of question. The memorial was laid on the table. Mr. Howard precented a petition from eiti- zens of Michigan, praying that certain southern States be set apart for the colonization of the colored population. Mr. Sumner presented a petition of citizens of Boston praying the passage of a law to pre- fer for all inferior civil offices persons who have served three years in the present war or been disabled in the service. Mr. ilson, from the Military Committee, peparied favorably on the bill for the benefit of officers of the army in the field, which fixes the commutation for rations for officers not above the rank of brevet brigadier general after the Ist of March next and during the rebellion at fifty cents per ration, and Telieving efficers from the income tax. Mr. Sumner offered a joint resolution pro- viding for submitting to ithe several States an amendment tothe Constitution of the United States. to the effect that Representatives in QGongress shall be apportioned among the States according to the number of male inhab- itants of each having the qualifications of voters under the different State laws. Mr. Samner said this amendment, or some- thing like it, had become necessary since the adoption of the other amendment proposing the abolition of slavery. The resolution was referred to the Judiciary Coramittee. Mr. Samner offered a resolution requesting the President, if not incompatible with the public interest, to furnish to the Senate infor- mation of any communications hac lately with certain rebels, including any communications with the rebel Jeff. Davis, and all correspon- dence and papers on the subject. Mr. Saulsbury objected to the resolution, in- dicating that he should offer an amendment hereafter; and the resolution lies over. The Metropolitan City Railroad bill came up as the unfinished businees—the question being on Mr. Sumner’s amendment, to extend the provisicn that no person shail be excladed trom any car on account of color, to every other railroad in tne District. The amendment was adopted—yeas 26, nays 10—Meesrs. Connese, Dixon, Doolittle, Lane of Ind., Morrill, who voted against the amend- ment on Saturday, to-day voied for it. Mr. Wilson called up the bill to amend the enrollment, by allowing persons subject te draft to be accepted as a substitute, dc. Several persons have been arrested whose capital invested ranged from $6 to #20, and were fined $5 in each case for failing to obtain the required license. Tho stock consisted of a few ginger cakes, cigars, candy and cider, according to the statements before Justice Buckey.
