Carrington, Esq, District Attorney, pros- ecuting. Monday, January 30—The United States vs. Silas L. Seymour: and the same ys. Thomas U. Walter. Indictmect for libel. These prosecutions are similar to that in che recent case of Adams, who was convictod in this court. It appears that Mr. Anderson, a ‘well known architect, prepared original plans for the Capitol building, which were submitted to the appropriate committees of both Houses of Congress. Communications haying been called for from the defendants, respectively, they reported at length their several opinions. It was in these communieations that the offen- sive and injurious statements and expressions occur, which are charged as libellous in the indictment. It is alleged that the Senate ap- proved the plan, and also the committee of the House, who favored an appropriation for Mr. Anderson of $7,500. Mr. Seymour is the poputar superintendent of the Washington Aqueduet, and is widely known asanengineer. Mr. Walter is the prin- cipal superintendent of the Capitol Extension and our most distinguished architect. These gentlemen are said to have criticised the plan of Mr. Anderson with great severity and undue animadversion in their respective letters to the Congressional committees. The cases were postponed by consent of counsel till Wednesday. Messrs Joseph H Bradley and — Riddle, counsel for defendants. a ig Drownep.—Yesterday afternoon, Thomas Coombs, son of Mr. J. J. Coombs, of the First Ward. was skating upon the Potomac and went over the river as far as the @eorgetown channel, which had been opened by &n Ice boat. Not knowing the fact the yeuth approached too near the opening, and the ice gave way under Bim, and before assistance could reach him he was drowned. The lad was about sixteen years ofage. The parents were notified and Mr. Coombs with Superintendent Richards and & detail of four men ot the Second Ward police, proceeded to the Georgetown channel in search ofthe body, and remained till about eleven o'clock last night, but up to this morning it had not been recovered. The boy was a lad of fine promise and the distressed relatives receive much sympathy in their bereavement. ae awe River News.—Yesterday, the ice boat At- lantic, succeeded in cutting the ice in the chan- nel between here and Alexandria, and last night several Government steamers took their departure tor City Point, but it is doubtful whether they will be able to reach their desti- nation. The mnil boats City Point and James T. Brady, which have been blockaded in the ice here fer a week past will also make efforts to go down to-day. They will start light, with- out any mails or passenzers. The Alexandria and Washington ferry boats ave not attempted to resume their trips on account of the ice in the channel. ——>—__—_ IncREASE OF Pay.—Mr. Johnson, of Penn- sylvania, yesterday introduced in the House of Representatives a joint resolution authoriz- ing the payment to Senators, Representatives, and all civil employees of the Government in Washington an increase of thirty-three-and- One-third per cent. of their salaries on the first ot J:nuary, !962, for the years 1263 and 1861.
