Keseby, surgeon to the Board of Enroll- ment of this District, charged with being en- gaged in procuring substitutes contrary to the act of Congress, with willful neglect to make faitbfnl examinations and true reports of per- sons presenting themselves for substitutes and Teeruits, and for conduct prejudicial to good order and military discipline, was rescmed yesterday at 1 o'clock, when the following evi- dence was given in: Captain J. C. Putnam, Provost Msrshal, was sworn, and testified —He had with nim the record of the draft of September, 1561, and referred to pages 26 and 27, and read, «No. E.S. Butts, 344 New York avenue, accepted; substitute furnished 10th of October, 1-6); witness then showed the record book of per- sons examined; on page six of the book was the name of Peter Alexander, accepted as sub- stitute for Edwin G. Butts; neither of these ‘were in the handwriting of the accused; the two books form a part of the records of the office; witness said the above was a complete record of the cases as far as appeared on the books. Captain Henry A. Scheetz sworn.—Resides at Montgomery Square, Montgomery county, Pa.; Was appointed Provost Marshalof the Dis- trictin June, 1563, and was relieved June, 1864; witness referred to page 57 of an office record of instructions to Proyest Marshals, dated Oc- tober 24, 1563; was acquainted with the ac- cused—hbe was surgeon of the Board of Enroll- ment; witnees was unable tosay whether the Accused saw the instructions or not; they were in the oflice and open for inspection at any Ume; witness gaye no orders or privileges to any of the Board to deal in substitutes; he rec- ollects, on one occasion, was out of the office in the morning, and on coming in the office, on information received, was very angry with Dr. Keasby, and told him he had no business to buy substitutes or deal in them, as he had @ brother in the business he shonld come and attend to it himself; this was about the i2th of May; the doctor replied | be did not think he was doing wrong; be said he had bought them of Arnold, Mr. Bogden, Ball, and he thinks Mr. Drew or Gibbs, he forgot which, was in the office at the time; the witness then produced a duplicate roll, and stated it was a roll of premiums paid for the acceptance of recruits to bounty fund committees, and read: “May i!, Harry Cox, 825, signed Charles A. Keasby; May 11. No. 13, Wiliam Burnside, signed Charles A. Keasby: May 11, Chas. Scott, $2, signed Chas. A. Keasby; May 1!, Washington Tait, $2 hes. A. Keasby; May 17, John Tolliver, 2, Chas. A. Keasby; the above are all colored men; C.K.,’’ which appears after the signa- ture of Chas. A. Keasby, he thought was the | band-writing of the accused; does not know what the le_ters mean; on reli of 12th May was the words «colored recruits to be credited to the fourth Congressional District of Massa- chusetis and on which appeared the follow- ing May 12, Joseph Smith, $25, A. O. Ball, for H. H. Dudley; fitth Massachussetts colored eavalry; H. A.in the margin; fa number of like entries were read by the witness fre .n the came roll, ell credited to the same parti:s, and for the same State] By Defense :— Witness was allowed by per- mit ot the provost marsha! to recrnit for the State of Massachnse thought the letters « C.K." were Dr. Keasby'’s, because he had beep m the habit of signing for his brother; thought the accused must Dave seen the in- structions, a= the manuer of paying premiums Was there set forth; Mr. Ball was a clerk in the office under witness; witness said the money was paid by bim Dudley for the men Ar- nold brought to him, as appearedon the second roll referred to; witness had the authority to Appoint recruiting agents; thinks the accused Was &ppointed sur, nm With the rank and pay of & heutenant of cayairy. By the Judge Advocate:—State under what act of Congress the examination and the ac- ceptance or rejection of recruits were made. Objected to by the counsel for the defence, find the court was cleared On reopening the Court annonusced the ob- jection sustained. By Defense :— Witness appointed Unarles A- | asby & recruiting agent at the request of rgeon Keacby, and he was contirmed by the Provost Marshal General; never noticed that the accused was very particular in attending his brother's affairs: he was very anxious always to get his brother's premiums; used to give them to him to carry to his brother: ha always gota recruit for his brother when he could; the accused made out nearly all the ebecks for bis bro.her, he often notified other brokers to appear to ge! their premiums; all were required to haye authority from ess before they could act; accused did not ask for Arnold's money as for his brother to Arnold, accused told witness he had trans- | acted the business of procuring the recruits vuteide tbe office; witness generally paid the premiums himself; sometimes he gaye the money to the clerks or Surgeon Keasby, when he was required to be absent, to pay to recruit- ing agents. To the Court—Was acquainted with the bandwritings of Charles A. Keasby and Sur- geon Keasby; they were so similar could scarcely tell them apart; the letters “+H. A.,” witness eaid, stood probably for H. Arnold, as | he sold the men to Dudley; witness usually paid the local premiums; thonght there was ne more objection to the surgeon paying money for hie brother than there was to other mem- bers of the Board paying for any other agent; supposed the money paid by the surgeon for his brother was advanced by himself; Massa chusetts was then paying #30) bounty and $25 premium; received the order from the Provost Marebal General to recruit for Massachusetts, and the premium money was advanced by the Adjutant General of that State. The Court here adjourned to to-day at 11 o'clock 5 ee MertirG at THe Untow Leaccm Rooms. The Republican Club to bea Permanent Organ- eration.—Last evening a large number of the Union men of this city assembled at the Union | League Kooms, 9th street, in pursuance to the | following call ‘Attention Union Men!—-A mass Convention of | the loyal citizens and residénts of this District will be held on to-morrow (Thursday) even- ing, at7% o’clock, at Union League Reading Rooms, 9th street. Officers and members ot jocal and State Lincoln and Johnson associa- tions, also members of Union Leagues, are specially requested to be present. Business of great importance to loyal men ill be brought forward * Cewin CLEPHANE, President | Cent’l Lincoln and Johnson Associat’n, D. C.j J.T. CLemuyts, Secretary.” The meeting was called to order by Mr. Jonn R. Elvans, and Mr. J. C. Henning, Pres- ident of the Maryland club, was called to the chuir, butsubsegaently Mr. H. wasrelieved by | Mr. OUlephane, President of the Lincoln aud j{ Johnson Club. lir. J. B. Brown was appointed secretary. Mr. Clephane stated that at a receut meeting of the executive committee of the clay some important measures were proposed for con- sideration One of them was the propriety of continu ng the present organization, another the question of making arrangements for the inauguration ceremonies, another the question of the retention of the room, and anothertotake measures to reporttbe names of all disloyal ersons in office. The executive committee of he Grand National Council of the United States had appointed a committee of three to hunt up and report to the heads of departments the names of all disloyal men in office. Tne names of this committee will not be made pub- lic, but if uny one will give him the name ota disloyal officehoider he would lay it before the committee, who would examine the case, and if the charge is sustained will report such per- bie for dismissal; and a - Sp mea the ads of departments A ‘Mr. Elvans stated that he had been saeee ted by the national executive coma ee offer two resolutiens, and he submitted following: e Resolved, That the exeeutive committee of the Lincoln and Johnson Club, together with @ committee of two from each Lincoln and Johnson Club, State organization, and Nation- al Union League be instructed andempowered to roake all arrangements for the inauguration ceremonies on the 4th of March next, ‘Mir. Hilton suggested that committees should be nppotnted from the citizens also. The Onair remarked thatall citizens were represented in this or other organjgatio! it the kind. It was well known that when'the | sary for a complete out! fy iF ROAD | of Yates Co present administration came into power, there were but few sympathizers with yt, and ali the arrangements (hen deyolyed upon the Repub- lican Association. The resolution was adopted. Mr. Elvans offered the other resolution that the name of the association be changed to th National Union Association, and that it bea permanent association. Mr. Henning objected to the passage in the present shape, for the copperneads would con- Sider it ss kind ofshirking out to drop the name of Lincoln and Johnson, and he preferred that name should be adopted untifMr. Lincoln should serve bis full term. Dr. Boyd had no objection to the old name, but hoped thet the new name would be adopted. They wanted this organization to be & nucleus for one throughout the land, from Tdaine to Califoruia, and he hope before four years had passed there would be one which a word or tap of the bell or drum would bring outatany moment. The old Democratic party were so organized, but we had them now cn the hook, and intended to keep them there; but to do 0 we must adopt their plan in respect to organization. Lincoln was a good enongh name, and as for Andrew Johnson, he was a good man end would mend the tattered gar- ments of the old Republic; but the time had pased when it was necessary to have those names. Mr. Elvans eaid that under the new nameall could assemble, and he wished the association in future to be one of loyal men without re- gard to politics. The debate was continued by Messrs. J.S. Brown, T. U. Comnolly, Hon. W.P. Dole, F. Myers and others, and finally the name of the National Lincoln and Johnson Association was adopted with cheers. The matter of retaining the roomas the Union headquarters was brought up and a collection was taken up, yielding about $150, and it was decided that the room be kept and placed in ‘ge of the officers and executive committee ‘he same who had served the Lincoln and ohnson Club.) While the collection was being taken up Mr. O. K Harris, of the Republican, entered the room and jnformed the President of some news, and Mr. Clephane immediately rose and announced that he had been informed that a boat had arrived at the (th street wharf with a courier from Sherman, bringing the glorious news that he had captured Savannah and wa3 now in possession, and that his entire loss since he left Atlanta was but 1,5 men! [Loud cheers) Mr. Dole said the ink had not got dry on the Chicago platform before Sherman flanked At- lanta, and be knew then that he would go through. [Applause.} Mr. Clephane stated that in June next an election came off in the city, and a change should be made in the city government, and he hoped that all would see to having their names registered this month, as required by law. Adjourned. . — A Suor Mvuss.—On Tuesday afternoon Ben- jamin Solomon, Aaron Backrack, Jacob Bel- mouger and Albert Belsaw were arrested by Ofticer Barker, on the charge of being disor- cerly. It appears that the abovenamed are clerks in the three clothing stores on ‘4 street, near D streetsouth, and considerable rivalry exists between the stores, and it seems that the center store has a hard time to get customers. The proprietor, however, throws out his clothes as pickets to catch customers above and below the store, and they are obliged torun the block- Ade of the others to get them into their store. it appears that a customer was caught on Tues. day, and while being escorted into one of the stores, one of the rivals said, “Lookout for your pocket-book,” ana this remark caused a Tow, in which the above took part. On being taken to the 10th precinct station, Justice Han- dy fined the first named #650, he being the greatest talker, and the others $1.50 each. =e CHARGR OF SHEEP STEALING.—Yesterday Officer Brewer arrested Daniet Merling upon a charge of sterling sheep, the property of Thomas Shoemaker. Both the plaintiff and defendant are butchers, and of good reputa- tion, dealing in the city markets. The charge is a serious one, and the case will be thorough. ly investigated, in order that if the charge is 3 t foundation, it may not affect Mr. Mer- Jing’s reputation. Justice Thompson held Mr. Merling to bail for further hearing on Monday morning next. pg RELIGIovS.—We understand that, on Sun- day next, quarterly meetings of the Methodist Episcopal Church will take place at the ven- erable Foundry and at West Georgetown Churches; and that there will be a quarterly Lovye-Feast this evening at Ryland Chapel. There is at the present time an unusual degree of religious interest in seyeral denominations of our city. oe TREASURY REGIMENT.—This splefidid regi- ment is making grand preparations for the romenade concert they will give on next foudsy night, at Ford’s theatre The tickets for that occasion are being taken very rapidly, and by the most fashionable portion of the community. It promises to be a first-elass concert in every respect, so get your partners in Ume, and be on Lanceny CAsxs. is morning the follow? ing cases were disposed of by Justice Thomp- son: Silas J, Gould, a soldier, was arrested by oticer Leach, for stealing @ pistol frum a boy and passing it to others.
