Im TRE SENATE yesterday after our report eloced— Mr. Chandler offered the following resolu- tion, and requested that it be referred to ihe Committee on Commerce: ‘Whereas at the commencementof the present rebellion the United States were at peace with ali the governments of the world, and upon terms of comity and good will with Great Britain; and whereas that nation, before the | arrival on her soil of our minister accredited © the Administration of President Lincotn, © em ackuowledged the rebels as be- | gerents, thus recognizing their flag upon the ocean, Withont which recognition it would have beet regarded and treated as piratical by allother powers; and whereas she then pro- eleimed perfect ueutrality between a Republic with which she had entertained friendly rela- tions for upwards of a half century and its treasonable subjects; and whereas numbers of her subjects with the knowledge of her govern- ment, commenced fitung out British fast-sail- ing ships, joaded with munitions of war, for abe purpose of running into our blockaded ports to the rebels, thus furnishing them the means of organizing and continuing the rebel- Mop, and without wh ch it could not have sas- tained itself six monthLs,and whereas in addi- tion ta the above, and wita the knowledge of the goverument, British subjects and members of Parliamant engaged in Me manufacture of piratieal English ships, owned by British sub- jeets, Maiuned by British seamen, and sailing under Kritish colors, ior the purpose of burn- img, destroying, and utterly driving from the Ocean all peaceful merchant vessels sailing under the United States flag; and whereas MAny private and unarmed American ships Rare been burned and destroyed by these pirates from English ports, thus cansing great toss and damage to the citizens of the United | Siates: therefore, Resolved, Thatthe Secretary of State be in- structed to make ontalist of each ship and eargo thus destroyed, with @ fair and separate yaination thereof, and interest thereon, at the rate of #ix per cent. per annum, from the date ot capture or destrnction to the date of pre- | sentation, and that he be directed to demand from the British Government payment in fall for all ships or cargoes destroyed as aforesaid. CrrovLar No. 2. 1 In reply to the numerous letters of inquiry from pereons desiring to enter the Ist Uorps, now being raised, the following is commaunica- ted as embodying ail the information yet ob- tained. I—As To ENLISTED MEN. 1. All eslistinents and musters in are to be waace in this city. 2. Any Veteran, who has served two years, bas been honorably diseharged, and is phys cally qualified, may enlist in the Corps for one, two or three years. 3. Those enlisting will receive from the Goy- ernmenta bounty of $300 as soon as they are mustered in, and, in addition, the regular in- stalments from the Government, in proportion to the period of enlistment, as follows: $100 for one year’s service, one-third paid on enlist- ment, $200 for two years’ service, one-third on enlistment; $300 for three years’ service, one- third on enlistment. 4. They will be credited to the quota of the district in which they or their families may be domiciled and will, therefore, be entitled to Jocel bounties. 5_Freetransportation will be furnished them to Washington by any Provost Marshal. Itis oniy necessary that the applicant shoald satis- fy the Provost Marshal that he comes under the provision of paragraph 2. and that the ap- plication is made in good faith. 6. On arriving in Washington and reporting at the Soldiers’ Reet, Baltimore and Ohio Railroad Depot, Veterans will be cared for and enlisted and paid premptly. They will be sent to the camp of organization, Oamp Oiliffourne, and will be formed into companies ana regi- ments as they arrive—personal preferences being regarded when the good of the service will permit. 7. The best arms in the possession of the Government will be furnished these troops, and they will be allowed to retain their arms when honoratly discharged. II—As TO OFFIcERs. 1, Perecns desiring Commissions must make ‘written applications to the Adjutant General of the army, setting f-rth their Post office ad- drees, the date of original entry into service, and with what rank, the organizationin which service was rendered, the dute and cause of discharge, and the rank at the time of dis- charge. Testimonials from commanders may accompany such applications. 2. Should the pap€rs be favorably consider- ed, the applicants will be severally notified, by mail or telegraph, when to appear before the Examining Board established by the War Department, and will receive appointments to such gradesas the War Department may de- termine. 3. As coon as’ the letters of appointment are giver, officers may bo detziled to secure the enlistment ef acertain number of Veterans— their commissions, with rank and pay from date of acceptance of appointment, being given when the ren aresecnred It should be un- mated here, and an officer can do no more than to use his infinence in persuading the men to come here and enlist. Officers awaiting action on their papers can Occupy the time in this way, and collect par- ; ties and send them on, securing a statement as totbe number from the Provost Marshal.
