They will be in full regalia, and for this occasion, at least, ‘will prove an additional source of attraction. ——_>—_ - Tue Parp Steam Fire DerattMent.—The following are the provisions of tae bill estab- dishing the paid steam fire department, as passed by the City Councils: Section first provides that there shall be ap- pointed immediately after the passage of the ct five fire commissioners, who shall draw dots for their terms ot office—one being appoint- ed for one year, one for two. &c., and annually in the month of June one shall be appointed, who shall serve five years. The commission- €rs are to be appointed in the same manner as che cere: ction second provides that the Mayor shall, 4n case of a commissioner refusing or neglect- ang to perform his duties, on being certified thereof by any two of the commissioners, fill athe place by anew appointment to serve the balance of the term; and in the event of a ya- ancy he shall fill the place in like manner. Section third authorizes the appointment ofa elerk to the commissioners, who shall also act as clerk to the chief engineer, at a salary of Seven huncred dollars. Section fourth gives the commissioners pow- €r to appoint the requisite number of persons to periorm the duties eet forth in the bill, (ex- cepting the chiet engineer,) who shall hold their places during good behavior; to suspend or expel members; to adopt uniforms for the of- ficers and men, and adopt rules and regula- tions for the government of the department. Section fitth provides that the department ball consist of three steam fire engine compa-* Dies, of foreman, engineer firemen hostier, and Six extra men each, and one hook and ladder company of foreman, hostler, tillerman, and Sik extra men, and as mapy supernumeraries As the commissioners may deem necessary. Each engine company shall haye one steam engine, one hose-reel, three horses, and one ahousard feet of hose; and the hook and ladder company shall have one track, with all the books, ladders, &c., and two horses. . Section eight fixes the salaries (payable monthiy)as follows: Chief engineers, $1,200; doreman of each company W; engineers, 0; firemen, hostlers and tillerman, $400; and the extra men Sl) each. The paid members of the cepar'ment, except the extra men, shall give their undivided attention to their respective duties. Section nine authorizes the commissoners to Jocate the companies at such points as they sball deem expedient. Section ten provides that the chief engineer shall be appoint« i: s other city officers are ap- pointed, for aterm of five years, and tnat he Jnay be suspended or removed for inattention or neglect of duty by a majority of the fire com- myssicners, with the apprebation of the Mayor. Section eleven makes it the duty of the chief engineer and the paid members of the depart- nent, in case of fire, to repair immediately to Such, and take the proper measures for extin- guisbing the same. Section twelve gives the chief engineer sole command at fires over all other officers and members of the department and other persons present, and he shall take the proper measures tor the extinguishment of fires and protection f{ property and the preservation of order. He shall examme the condition of the engines and other apparatus belonging to the department as often as necessary. or whenever the com- missioners or Mayor may direct, and annually report to the Mayor. He shail cause a full de- scription of the same, with the names of the oflicers and members, the amount of property destroyed and amount of insurance, to be pub- Jished in one of the city papers. When the houses or apparatus need repairs he shall caase the same to be made, provided the cost does notexceed twenty dollars, and if above that sum he shall first procure the assent of a mi- jority of the commissioners. It shall be his «uty to receive the reports from the“arious companies and transmit them to the commis- B.oners. Section thirteen provides that in the absence of the chief, the foreman of the company in whose district the fire may be to perform his duties. The foremen should keep all fire-pinzs and reservations im their respective districts in pertect order. Section fourteen makes it the duty of com- missioners to prepare rules andregulations for the government of the companies, and furnish the members with copies of the same, and di- ects them to give notice that they are pre- pared to receive spotee one for membership of the “City Fire Department.” Section titteen appropriates £20,000 for the purchase of apparatus, under the direction of the commissioners, with a proviso that not more than the sum named be expended during the current fiscal year. io Section sixteen prohibits any person not a murmber of the department from wearing any part ot the uniform or badge of the depart ynent, under a penalty of from five to twenty dollars—one-half to the informer. s jon seyenteen provides if any person detace or in any manner destroy any of the uy paratus, or hinder any apparatus or member of the department from passing along the Street, or prevent any apparatus or fireman fiom workmg at fires, they shall be fined not Jess than five nor more than fifty dollars. Brs_e Society.—At the last meeting of the Board of Managers of the Washington Wity Bible Society the committee appointed to as- certain facts and report on the propriety ofa resppEy of the Hotels of the City with of the le, presented a list of the designations, locations and names of the prope of all the Hotels in the City, and of the progress thus far made in ascertaining facts; arriving at tae conclusion that a re-supply, or a first supply where not before made, is not Ouly proper but highly desirable. After disposing of various points, as, for in- stance, what should be recognized as a hotel, &c., the whole subject was committed to the judgment and discretion of the committee, with instructions to prosecute as rapidly as possible the supply of those hotels the proprietors of which manifest a desire to have their houses furnished, and at the same time to co-operate with the society as proposed in the original resolution. On written application by a known and re- sponsible party, a donation of thirty medium sized Testaments was made to an evening | school of colored perso asin the Seventh Ward, with the understanding that when practicable the books should be so!ld and the proceeds re- turned to the treasurer, and that when any one connected with the school feund destitute is desirous of obtaining, and unable to purchase, such should be supplied gratuitously in the name of the society, and the number thus dis- tributed also be reported to the depository, in order that the proper entries may be made. ge Baviy Buryt.—This morning an aged col- ored woman, named Lethy Tanner, residing 'on the corner of Fourteenth and H streets, was badly burned, by her clothes taking fire from a grate; but, notwithstanding her feebie- ness, she had her presence of mind, and seizing a rug, wrapped it around her, extinguishing the flames: not, however, before her face and hands were badly burned. Dr. Hatch was im- mediately called in, and dressed her injuries. She is upwards of ninety years of age, and during the administration of President Jeifer- son she was his housekeeper. She came orig- inally from Maryland, where she was a slave of the Belt family, but for upwards of forty years she has resided in the house in which she was burnt. Her recovery, on account of her age, is doubtful. 2 ASSAULT AND BaTTERY.—Last night, officer Crown arrested Margaret Shea upon a charge of assaulting and beating an old woman, named Mary Kennedy. The prisoner is a young ‘woman, and was taken with her children, an infant and a little girl of three years, and by her own choice, they were locked up with her in the station-house. They occupy the same hous and the complainant attempted to stop the ac- cused from splitting wood on the payement, and the accused turned upon her and struck her with a piece of wood. Justice Giberson held Margaret Shea to bail for peace. =e DEATH FROM OLD Wounp.—Yesterday Mr- Enoch Ward, formerly a pawnbroker on Lou- isiana avenue, near 9th street, died from the effects of a wouneé inflicted by his son-in-law, Geo. W. Bennett, over a year ago. The wound was inflicted with a pistol ball, which was never extracted. Bennett was tried and con- victed in the Criminal Court, but a new trial was granted, when he was found guilty of an assault, and he was sentenced to pay a fine. San aa A DEAR SHAVE.—Yesterday morning John Shalee, a soldier, went into the barber shop of Antonio Maurice, on C street, near the depot, to be fixed up for a visit to his home, haying his hair cut, being shaved, &c. LIGHTHILL On the Symptoms of Catarrh. 3 The first sensation is usually a feeling of dryness and heatin the nose,and a frequent inclination to sneezing. There is an inability to breathe freely, as the nose becomes stopped up, cometimes on one side, sometimes on the other. : Soon a clear watery, acrid discharge makes its appearance, excoriating the nostrils, and edges of the@ips, which becomesred and some- whatswollen. Aftera few days the discharge becomes thick, yellowish, extremely frequen, and continyes to be amarked featureof he dis- ease, and a source of much danger and the greatest annoyance. After more or less time, it becomes purulent, highly offensive, and as- sumes an extremely fetid odor. It is usually 80 profuse as to require, when confined to the nose, the frequent application of the handker- chief, or if it drops into the throat, which is more particularly the case while the body is in a horizontal position, constant expectoration, and-cometimes both. Sleep is frequently disturbed by & sensation of choking, caused by the presence of the dis- charge in-the throat. Owing to the heat in the head, the watery portion of the discharge often evaporates, and assuming a condition of solid- ity, is deposited upon the’ membrane of the nose and upper part of the throat, in the shape of crusts or hardened iumps. The accumula- tion of these incrustations producesa feeling of discomfort, and narrows the nasal passages so as to embarrass respiration. Therefore, fre- quent efforts have to be made to remove them, either by forcibly blowing the nose, or by per- sistent hawking—a practice as disagreeable to the one affected as itis to those around him. After the removal, that side of the incrustation whichadhered to the mucous membrane will sometimes be found bloody, a fact which ex- plains the force required for its dislodgment During sleep these incrustations accumulate more rapidly, and the feeling is therefore most uncomfortable in the morning. Sometimes all efforts to clear the throat are futile until after breakfast or after something warm is swal- lowed. Some patients state that they are not successful until they have swallowed some whisky or brandy. The discharge, which is at first withontsmell assumes in the progress of the complaint an excessively fetid color, the breath participates in this, and becomes occasionally so revolting- ly offensive as to render the patient an object of disgust to himself as well as to others. Ul- ceration of the mucous membrane of the nose takes place frequently, sometimes even attack- ing the bones, when small particles of that substance will occasionally be found mixed with the discharge. the accumulation of the discharge, together with the thickened condi- tion of the mucous membrane, renders respira- tion through the nasal passages very difficult, and oftentimes impossible, necessitating res- piration principally through the mouth—a method very deleterious to the general health, but more particularly so to the lungs, as will be shown hereafter. The unpleasant noise produced during sleep, known as snoring, originates from the same cause. The voice loses its musical quality, and assumes a dis- oordant, harsh and nasal character; the sense of smell becomes much impaired or entirely lost, and the same effect, though less frequent, is produced on thesense ot taste. Occasionally, while blowing the nose, a crackling or bubbling sound wiil be heard in the ear, and hearing will be found quite thick and stopped up, but returns suddenly with something like a snap- ping sound. This phenomenon is usually repeated until at one time, hearing does not return, and remains permanently injured, Noises in the head of every conceivable description will make their appearance and add to he distress of the suife™er, and hearing may be lost so gradually that a considerable ee of deaf- ness may exist before the person is really aware of the fact. The eyes are apt to become weak, irritable, and disposed to water on ex- posure to cold and wind, or after the slightest exertion. A pain, more or less acute, or a dis- tressimg feeling of pressure, is experienced over the eyes, and cometimes on the top or back of the head, and also pain in the face, closely resembling neuralgia, for which it is very often mistaken. The distress in the head weakens the memory and produces irritability and moroseness of disposition. The stomach gen- erally suffers more or Jess, is weak and irri- table; the appetite is capricious, and is nearly always bad in the morning. In severe cases the system becomes feeble and prostrated, and there is an aversion cr inability to either phys ical or mental exertion. Not unfrequently catarrh proves fatal, either by debilitating the system and wearing out the patient, or by traveling downward and producing throat affections, bronchitis, and finally consumption It may be safely asserted that after h reditary predisposition, catarrh is the mot frequent and important cause of this fatal complaint.
