Council PROCEEDINGS, Feb. .29.—Board of Aldermen. he Chair (Mr. Semmes) laid be- fore the Board a communication from the Mayor, announcing the approval of the act authorizing the Water Registrar to have the fire plugs at the intersection of streets taken up and reset when necessary. Also, @ communication transmitting the monthly report of the Chief Engineer of the Fire Depariment. The report says all the ap- aratus is in order except the Metropolitan ook and Ladder truck, which is at the shop for repairs, and the hose cart of the Western Hose, which is broken down, and the company is obliged to use the four wheeled hose car riage, which cannot carry a sufficient quanti- ty of hose. The Columbia company has re- ceived 400 feet of hose. The Chief Engineer again urges the necessi- ty for the erection of a firealarm telegraph, ami the purchase of steam engines, and notes ie the fact that at the fires on L sireet on the Mist of January; the fire at Barthuiow’s wharf, and the fire by which the President's stable was destroyed, all of the engines were not present because the companies did not hear the alarm, and some of them were late arriving there. This shows the necessity for some action upon this subject. Atall of these fires mach more good might have been done, and much more property saved if the alarm had in a moment Teached the companies at a distance, as it would do if there was a telegraph. Since last report, there have been 16 alarms, viz: One by the burning of a tar pot; one by & burninz chimney; three fires out of the city; six false alarms, and five actual fires, which were as follows,‘ viz: One on January 2ist. whereby six two-story frame dwellings were destroyed, and others were partially destroyed, with a loss of $1U,0\0. There was an insurance of of $2.075 in the Mutual and Fireman’s Com- pany cf Washington, and the North American of Hartford. Second fire was a two-story frame dwelling, corner of 24 street and Mary- land avenue, involving aioss of $100. The fire Was supposed to be accidental. The third tire was the President's stable, and involved a loss of 27,000. The fourth fire was the burning ot a barge and lead of hay, at Barthoiow’s wharf. Loes $2,600, Accident.
