[ASSOCIATED PRESS DISPATOHES] FROM THE ARMY'OF THE POTOMAC, Disaffection and Destitation in the Rebel Army. Wasnincton, Feb. 2—[Associatéd Press Dispatch.J—A letter from the Army of the Po- tomac says there is po official confirmatnon of the reported fight on thesouth side of the Rapi- dan, With a large body of deserters last week, It is nevertheless known thata feeling amount- ing almost to mutiny prevails in several re,-1- ments of Gen. Lee’s'army, and it is not improb- able that the firing heard was caused by en- deayoring to ¢revent one of them from escap- ing. The ‘enemy’s pickets are fr uently chatiged, and on one occasion cavalry was substituted for ‘the advanced and two lines of infantry pickets were posted in their rear. Frequent changes of the ‘ition of come of Lee’s camps are noted,.pxol ly by substituting well-known. faithful regiments Jor those dis- affected near the front. @ Yeports concern- ing the scarcity of food in the enemy’s army are confirmed, Only 4 pound of salt pork lowed each man per Gay, and a small quantity of flour in addition, congo ing rations. Tea, sugar dnd Coffee nre myths in the service. Ac- counts received by prisoners and refugees all concur tat the rebel government has not dis. tributed any clothing since ofr movement on Mine Run. “Some of the Georgia troops have received a smail supply ot clothing from that State, but blankets with them are getting scarce, and command & heayy premium. Intercepted letters from rébel ladies show that of the three thousand cavalry sent into the Valley during the recent tol¢ weather, not over four hundred had returned. Many were fro-' zen to death, and others frost-bitten, and sought refuge in farm houses and villages. The en- tire movement was a total failure. At last accouuts Early’s force was resting on Middle Tiver, near Mount Crawford, having abandoned the enlerprise. Deserters continue to arrive“from thé “front. They report great scarcity of provisions, for- age and clothing, and also that large numbers. of soldiers are awaiting the proper opportuni- ty to avail themselves of the: President’s am- nesty proclamation. The enrollment of civilians, white and col- ored, within the lines of the Army of the Poto- mac, is nearly completed. FROM GEN.BUTLER'S DEPARTMENT Unsuccexsful Expedition up James River. Fort Monnogr, Feb. 2.—Major General But- jer has just received the following oflictal re- port “On the 3istof January an expedition was sentup James Riverand Pagan creek, to Smith- tield, to join an expedition up the Cauckatuck, under General Graham, to destroy provisions, supplier, @ signal station and a smuggling epot. “« The expedition landed at Smithfield, con- sisting of ninety men and one howitzer. under Capi. Lee, was tomarch toChuckatuck. When five miles beyoud Smithfield they encountered the rebels, 200 strong, with two pieces of artil- lery, when they retired to Smithfield, and sent for the armed transport Smith Briggs, but ow- ing to the fog she did not arrive till half-past i2 o'clock on Monday evening. The enemy, 500 stropg, with four pieces of artallery, attacked Capt. Lee at daylight in Smithfield, but being entrenched, they held out against several furi- ous attacks and charges trom the enemy till the Smith Briggs arrived. «The enemy were repulsed at each attack with heavy loss. They sent three flags-of- truce demanding a_surrender, all of which Capt. Lee refused. The Post says the Austrian and Prossian representatives will doubtless quit Uopen- hagen, and war may be tormally declared, but it is still possible that active hostilities may not instantly follow. Neither Austria nor Prussia cam possibly wish for a serious war with Den- mark, and we suspect that their present policy, however dangerous, is pursued from a sole Gesire, in conseqnence of their defeat in the Diet, to become, so far as regards the other powers, masters of the present situation. The lied Powers of Prassia and Austria on one side, and Denmark on the other, wonld be the belligerent parties, and the German Confedera- tion, that is to say, the minor German Powers, would no longer have a right to interfere. In. the pending dispute, Austriaand Prussia would be the sole arbiters of the conditions on which they would be willing to conclude peace.
