Calden, Captain Charles Spear and J. H. B. Long, all of Boston, wers owners: The Nelly Baker cost them nineteen thousand eight hundred dollars. She was in the employ of the government abont ten months, receiving one bhundyel and six thousand two hundred dollsrs charter money. She was then sold to the United States for forty-two thonsand dol- lars, the owners realizing the sum of one han- dred one forty eight thousand dollars, 1u addition to this, the profits derived from the sule of refreshments were abeut twenty-five dollars per day during the time that was running from Old Point to General McClelian’s army, and she got ail her cogl gratis trum the government. Another neat case is thatof an oldcanal barge | called the Mi-s Mary, which was worth fron eight hundr-d tonine hundred dollars. She was chartred in November, 1462, at the exor- bitant rete of twenty-five dollars per day, and remained i. charier until she earned her patri- otic owners four thousaad dollars. CONGRESSIONAL. fidstetthte XXXVIIIrm CONGRESS.—FIRST SESSION. ee SaTurRDay, January 16. SENATE.—The Senate again proceeded to con- sider the amendments to the enrollment bill, when— Mr. Fessenden said that the opinion expressed by him previously thatthe payment of com- mutation meney did not release a State from draft was erroneous, and that the construction put upon the law by the Secretary of War was correct. He thought it impossible to constrae the commutation clause in any other way than that the procuration of substitutes or the pay- ment of commutation money exempted the States to that extent from draft. Mr. Clark offered an amendment providing that the commutation shail be applied by the War Department for obiaining substitutes from the State trom which the drafted persons hailed to fill the quota of that State. A debate here ensued between Messrs. Har- Jan, Dayis, Wilson, and Johnson, when— Mr. Grimes moved that the word “white substitutes” be inserted in the bill. Rejected. Mr. Doolittle offered an amendment provi- ding thal veteran troops re-enlisting shall be eTedited to the quota of the district in which they eriginally enlisted. Adopted—yeas 27, naye ll. z An amendment was adopted providing that the commutation paid by perzons drafted shall be applied tothe procurement of substitutes for that Oongression:! district, and that colored troops shell be credited to the State from which they have enlisted. Mr. Trumbull offered an amendment request- ing the President to call out and equip one hvndred thousand men for one hundred days, with the single object of driving the rebelarmy trom Virginia, and releasing the Usion prison- ere at and around Richmond. Mr. Wilson wanted to know whata hundred thousand raw militia would be against Lee’s veteran army? They would be of no account whatever. On motion, the Senate ordered the bill to be printed as amended; and at 5o’clock adjourned until Monday.
