Tue GREAT REBELLION.—Scenes and inci- dents counected with the great rebellion, from Fort Sumter down to the battle of Chickamau- ga, are nizbtly exhibited in handsome style at the Washington Theater, The sketches were ail mace spor the localities they depict, and consequently spirited and truthful. Tus Russian WAR—This fine exhibition at Odd Fellows’ Hall, is also well worthy ofa visit, as 1t gives correct delineations of scenes and incidents connected with the great Rus- sian War, which conyulsed Europea few years ago. The paintings cover an immense amount of canvas. Sa FLAG PRESENTATION AT THE AsyLum.— | Yesterday afternoon, a délegation of the Board of Common Council, headed by the President of the Beard, paid a visit to the Washington Asylum, for the purpose of formally present- ing anstional flag to be ‘et fiy” in front of that institution. The flag is a beautiful one of bunting, 15 by 12, and had been sent out before the delegation arrived, and was at the time fying from the top of the pole in front of the asylum. After partaking of the hospitality of Mr. Josias Adams, the Intendant of the Asy lum, the visiters and the Commissioners, Dr. Newman, Mr. McDevitt,and Mr. Slater, as- sembied in the clerk’s office, and Mr. Noble D. Larner, in a few happy remarks, stated the object of the visit, and introduced Asbury Lioyd, Esq., the President of the Board of Common Council. Mr. Lioyd said that atout three weeks ago he was at the Asylum, and noticed that tne pole in front of the ‘building Was devoid of a tieg, and he suggested to Mrs. Adams, the wife of the Intendant, that thereought to be a flag to grace the pole, and he (Mr. Lloyd) prom- ised to procure one. This be had bat littie difficul-y in doing, for he went at once to the members of the City Councils and secured the necessary subscriptions, and from the fand thus obtained the fiag was purchused, and is therefore che gift of the individual members of the Corporation, and especially of the Common Council, all the Yaembers cf which body con- tributed liberally. The flag was now on the ole, and, in the language of our worthy Chief ustice Cartter, he would say, “ Let taat flag fly” un:il this infernal and iniquitous rebellion is crushed out. fApplause.} In the name of the members of Conncils, individuatly, he asked the Commissioners to accept the flag and Jet it fly on ali occasions as an emblem of free- dom and liberty. pplause. | Dr. Newman,on behalf of the Commisstoners, accepted the g:f', and said they would ever ea- deavor to keep it flying, and would respectit on ali occasions. Mr. A. R. Shepherd being called upon, made @ short speech, and pledged himself 30 long as member oi Councils to advance the of the Asylum, to the best of his abili- ty, and that he would use every endeavor to secure @ proper workhouse and small-pox hos- ital. Pir. H. ©. Wilson, of the First Ward, alzo made some happy remarks. Mr. Adams then announced that supper was ready. It proved to be an excellent one, though got up on short notice by Mrs. Adams. After full justice had been done to thesupper provided, teasts were drank, complimentary to the Commissioners, the Intendant of the | Asylum end Mrs. Adams; and at about six | o’clock ihe party separated. The clerk to the commissioners, Mr. E. C. Eckloff, informed us that there were 223 inmates of all classes in the institution at this time. But a workhouse (in reality) is almost abso- Tutely required, and it was suggested that the peninsula yast below the asylum was a proper place for theerection of one. It was calculated that it would not cost more than $3v,/(0, and that it would amply remunerate the Corpora- tion ina year or two. Such a workhouse as the Corporation has now is simply a desirable boarding-house for vagrants and drunkards, fer there is but little work to do, and those who are committed rather like their position. The smail-pox hogpital is at some distance from the Asylum, and has at spronent 33 pa- tients. We wern yesterday informed by the Commissioners of ‘the Asyium that the #,000 heretofore appropriated by Uongress for the heatment of contagious and eruptive diseases at the Judiciary Square Infirmary (which was burned dowp a year or two ago), has been transferred to the Dougias Hospital; expecting that eruptive diseaces would be there ¢reated. But it appears that contrabands and whites, who should be cared for by the Government, are sevt to the Washington Asylum, and the Jatter is expected to care for god cure them, while Donglass Hospital gets all of the appropriation One half of these paupers are the wives and relatives of soldiers belonging to other States, whocome here to visit their friends. As Washington has otten been called @ pauper city, dependent upon the Govern- ment, it is rather singular that paupers of other States should be sent to be cared for by other panpers, The Commissioner of Public Buildings has been appealed to in this matter, and he states that he has no authority to give any portion of the appropriation to the city. —— gees ALEXANDRIA AFFrains.—At the meeting of the Alexandria (Va.) County Court on Mon- day, Lewis McKenzie, Esq., was elected pre- siding justice. Lewis McKenzie, D. R. Wilson, M. Eldridge, S. Baker and W. W. White were appointed a Board of Commissioners to examine persons applying tor branyehes as pilots for the’ Pote- mae river. A meeting of Union men to appoint delegates toaconnty and cistriet convention to nominate | candidates to the proposed convention to aol- | ish slavery, was held in the council chamber on Monday night. J. Cowing presided, and | Jefferson Tacey was chosen secretary. Mr. W. L.
