On moticu of Mr Sumner, a resolution was adopted requesting the Postmas‘er General t> communics'te to the Senate the reasons of the frequent mail failures between New York and Washington; also, what eteps are necessary to remedy the existing evil—andif a pew railroad is not necessary for the postal service. Mr. Wilson introduced the bill of which he had given previous novice, to prohibit members of Congress trom acting 45 counsel in c1ses where the United Siatesiscoacerned. Ordered to be printed. The order of the morning hour, being the qnestion of relieving Mr. Grimes from service on the Naval Committee, coming up, on motion of Mr. Anthony ft wag definitely pos'poned. A message was received from the Honse, apnourcing the passage of joint resolution appropriating $59,000 for deticiencies fer the public printing effice, and $20,000,000 for the payment of bounties and advance pay and pro- miomes for soldiers volunteering or enlisting in the service of the United States. On motion of Mr. Wilson, the resolution was tak:n up, he urging the necessity of its prompt passage. Debate eneved, involving the points against large bounties, &c. Mr. Wilson moved to strike ont the word “premium,” in view of the disposition mani- fested yesterday rot to appropriate therefor. Mr. Fessenden said he saw no particular ob- jection to the resolution, as he anderstood it. he Government bad incurred the obligation for the bounties to the men already enlisted, and it would have to be paid. Mr. Sherman did sot bke this kind of legis- Jation. If it passed, the same principle in- volved in the bill under discussion yesterday, of spending one hundred and five millions of dollars for bounties, would be entered up, and we could not stand this burden. Hovsg.—Mr. Stevens, from the Committee on Waysand Means, reported a bill makiug ®ppropriations for the service ofthe Post Office Deper:ment for the year ending June 30, 1565, which was made the special order for the 6th of January. Debate enened, in the course of which Mr. Holman said the case should be referred to the Court of Claims. Mr. Morrill thoveht the amount involved wes not thirteen hundred thousand dollars, And that to take it from the hands of the Gomp- trolier would be an imputation upon that cfficer’s character, The resolution was finally adopted—yeas 110, 8x8 26. e Mr. Eliot, from the Commiftee on Emanvipa tion, reported a bill to establish a Bureau of Emanciy ation; which was ordered tobe printed and recemmitted to the Committea.
