P ee em Noyes presented the following petition of the Teachers of Public Schools; which was referred to the committee on seh 0b To the Honorable the Beard of Common Cowke:) of the Crly of Waskington—Gentlemen: We, the undersigned teachers of the primary snd sec- ondary schools of the city of Washington, re- spectfully represent to your honorable body that by @ reference to the Council ProcesBings of last Monday, 8s published in the Washington Star of Tuesday, we have a knowledge of the facts that the Board of Aldermen have passed abill increasing the salaries of the primary teachers to #350 per anpum and of the secondary teachers to $100. This is only an increase of 850 per annum for each feacher, an amount which ‘we do net consider by any Means adequate to the increased prices of all the necessaries of life. As the Must necessarily come before your body before it becomes a law, we would Tespectiuily ask your careful consideration of | the pulieet beline om es action thereon,#You,. gentlemen, are all probabi, RAN ayant dia 3 is nimost a matter of imp: ity si port ourselves upon such small salaries. While we speak, of course, principally for our- selves, we would also beg leaye tosuggest that ‘We, in justice to onrselver, believe that all the salaries should be increased aud equalized. If the board will give this, our petition, a careful consideration, we shall consider ourzelyes uncer many obligations to them. Signed by the teachers of the schools.} r. N. D. Larner, from the committee on im- Trovements, reported the bill providiug for Vaulting the streets ond avenues aad asked its immediate coosideration. Mr Shepherd urged that the hack bill be taken up. Mr. N. D. Larner asked that the vaniting bill te put on its a3 ihere were unmbers of perscps waiting tor the bill to pass in order that they may bard yaults. The hack bill bad been rejerred to the Corporation Attorney, who bac not yet given his opinion. Mr.D Shepherd said where there was one person interested in the vaulting Jaw there were thousands interes‘ed in the hack bill. As fr waiting for the Corporation Attorney’s opin- ior, be considered that there was no necessity there for— the time had come when the Corpo- Tati. p should act on theirown judgment and not ou legal opinions and try the matters in court, The consideration of the bill was postponed to Monday next—yeas 8, nays 5. Mr. Canfield, from the committee on police, Teported @ bill to heense pistol ga'leries and bagatejle tables at ten dollars per annum each with s penalty of ten dollars for cach yviola- tor of the act. Mr. Canfield said that in the committee he had voted for the license at five dollars per annum wid moved the bill be so amended. Ten-ypin ailey including schume boards pad a Jicense of only 224, Mr. N. D, Larner oxplained that bagatelie tutles were for whisky drinking, and teu pin alleys tor exercise Nir. Canfield’s amendinent was lost, and th bill passtd. Here were ladies receiving 2300 por annum—seare y their bourd— | and he was surprised that they would allow | them to wear their sonis out ut eh &@ price. Mr. Noy id that whatever had been the pay ot t yrs in Philadelphia taey had toand it hece percent. Mr. Larner seid in some of the best privace s:bools of this city the teachers did not receive | SU. Mr. Ellis e that the principals of some of | the private hools received an income of at | Jenst $3,000 per annum: and they were not more cererving thau the public scheol teachers. Mr. Larprer caid he refer more especially to the asécis'ant teachers in privateschools, and be fnetanced the case ot Mr. Young hool. Mr. Noyes cod not see why the principals of ony grammar schools should not rank with the principals of the private schools. They were their equals in atrainmen s, experience, lat, and all the qualities that make good ary to increase them lately over fifty | teachers. In the ease of Mr. Young, he was informed that his school income was over $2,000, D. Larner thonght that the salaries of hers should be equalized as mac} as poseibiv, for it was justas hard fora tea: to teach the A BC's as to teach higher branches, and it cost them as much to live as it did the higher tenchers. He moved that the salaries tor f male intermediate, secondary and primary be made at $550 per annum. Mr. Shepherd argued that the teachers were the poorest paid class of persons. This was a matter of bread and meat, and all were alike in this respect. If a man was qualified as a teucher Of @gramimar school he was qualified jor almost anything. Compared to other sala- Ties, the pay of the school teachers was un- justly low. Mr. C. Wilson thought it proper to grade the salaries as they do that of clerks. He was opposed to big pumps, for we might jump and tail backwards. He thought the living of nine tenths of the female teachers did not cost them anything, as they resided with their parents or friends. My. N. D. Larner remarked that nine tenths } of the teachers had to support families, some i their parents and others orphan children, Some of the best teachers had left because Georgetown | had stepped in and offered better salaries, The amendment making the salari-s of Female Intermediate, Secondary and Primary $550 par annum, was adopted. Mr. Shedd moved to make the sub-as-istant’s salary $200; adopted. The vote coming up on the bill it was pissed by the following vote: Yeas 12, nays 4. Mr. C. Wilson called up the Aldermen’s bill for the appointment of a harbor master, (same as passed by Council, excepting tha: there is no prov aefon made for deputies—A+p.;) which wes passed. The following bills from the Board of Alder- men were referred :—Granting certain privi- lezes to Stephen D. Oxstleman; for cross gutter on Maryland avenue, at Ist street east; gravel fcotwalk on B street sonth, between 1th and 6th east; for the erection of fire-plugs; relief of J. A. Blau; to ase the salaries of primary and secondary school teachers; for wooden trunk on B street north and Ist street east. The bill tor the reliet of M. M. White, and i Liat MOH ere eon SOREL (He. RUAN AS sutiow o# tne Mayor to $3,600 per annum, was <akeD up, and after some debate adopted. ‘The bill increasing the salary of the teacher of music in the public schools was taken up. (The music teacher row receives 3500 and the proceeds of four concerts per year, but this bill debars bim from giving pay concerts, and fixes his compensation at 21,000 per annum —Prp.} Mr. C. Wilson moved torefer to schools com- mittee. Mr. N. b. Larner moved to Iny the bill on the table. There wae considerable doubt About the ty ef Mr. Daniel. lozat This said that Mr. Daniel had denounced {| copperhesdism in his presence. He (Danie!) had visited the hospitals, and though unforin- nate with some members of his family, be (Mr, E.) believed bim to be loyal. y. N. D. As tor a man taking the oxth, thatis nothing, He bad been a follower of the noted Bill Smith- son, who bad been senito a little fort where he shoulG have been long since. 3 Mr, Noyes said the bill did not in effect in crease the salary of the music tetener, hat changed the form of it. ‘The bargain with bim beretotore had been that he shewd peneiye © certain amount of salary and the enmces +5 four coneceris per year; the sum selon he bim altogether amount to-amore Te. bill would receive by tuo the; pay-boneerts, proposed to do away Vv Tithe musi which were found objectionabie. 2 Mn 6. iencher is disloyal, let him be disebarged ‘e; but if beasto-be reiained as teacher, he (Mr “Ny eovld not see the objection to the pro- sed.change in the mode Of receiving his pay Bor. ‘M: Larner. said that when the it oce ourre Wesley Obapel Mr. Daniel went Se ae eed that Mir, Danie}. told him that 4 not go with the Southern wing.
