SUUTHERN NEWS. — THE PHYSICAL PROSPECTS OF THE REBELS BAD. —— THEY MAKE A STAND ON THBIR MORAL TUNE, Sg REBBL NEWS PROM THE RAPIDAN. eee agen es [From the Richmond Enquurer, Sept. 21.) ‘The present position of military affairs pre- | Sents no very encouraging prospect. We seo military lines daily changing, and ever against | Ga; State after State overrun; the enemy, as it were, ever gaining ground. We have been re- pulsed from Pennsylvania, driven trom Ten. nessee. Louisiana and Mississippi, and Arkan. sas and Missouri are all nearly overrun. The pozsicat Prospect of the war presents but little Fight and encouraging. But fortunately this is the worst aspect of affairs. ‘When we look at the moral aspect of the Confederate cause we see no reason for appre- hension. Deteats producea natural depression, but no despondency paralyzes exertions, or ex- cites the craven desire tor submission. (ettye- burg, Vicksburg, Port Hudson, Chattanooga, Knoxville and Cumberland Gap, have not af- fected the moral courage of the Confederate cause. Treason, if it lurks anywhere, has not dared toshow its hideous head even in this dark day of the cause. Sympathy for the Union, desire for reconstruction, is as dead as Capital of Pennsylvania. A single victory ‘would reinstate all tne joy, and hope, and con- ficence that gleamed throu, hont the Vonfeder- despair and despondency that existed after tha fall of Winchester. No matter how discoar- aging the physical aspect of affairs a appear, as long as the moral courage of the people maintains unbroken its proud defiance of the enemy, we shall have ne cause to fear for our | uilimate success. THE QUESTION OF EXCHANGE. {From the Richmond Whig, Sept. 23.) Judge Ould, in his interview with General Meredith, the Yankee commissioner, submitted | 2. proposition which, if acceded to, will secure the exchange and return of all our officers now held in Yankee prisons. Gen. Meredith, who , is not yested with any authority, will commu- | niicate the proposal to the an thorities in Wash- ington. The exchange of therank and file will be proceeded with. ¥ROM THH RAPIDAN. (From the Richmond Whig, Sept. 23. i The usual announcement of ‘all quiet” was varied yesterday by the passengers on the Cen- tral train by the report that firing was heard ia | the direction of the Rapidan. This, however, is not an unusual occurrence. There ary no lurther indications of the purpose of Meade to advance. The news from Northern Georgia Tay impel him to move, but he may withdraw his army nearer to Weshipgton instead of at. lemotihe to force his way to Richmond. We | ‘will see.
