The following were passed:—Bills for tho relirt of Curtis & Deering (introduced by Mr. Sbepherd); to set curb and pave south front of square south of square 562 (reported trom im- provements committee by Mr. N. D. Larner); giving power to the Mayor to cause footways, gutters, Ac., to be laid and repaired whenever necessary (reported trom police committee by Mr. Canfleld): resolution authorizing the ap- pointment of a committee of three Aldermen and four Councilmen to consider all questions relative to street railways (from Board of Al- dermen). The following were referred:—Petition of | Jchn ©. Howard to erect livery stable (by Mr. N.D. Larner); bills to take up and rela: gut- ter on nerth side of F street, between Twen- uieth and wenty-first streets; to repair alley in square 363; to trim and gravel F street, from Nineteenth to Twenty-first street; to take up and relay guiter north side of H, from Seven- teenth to Eighteenth streets; to lay water main on E street, from Thirteenth to Fifteenth; to | tke up and relay gutter on east side of f'wen- tieth street, across K street; to take up and re- jay gutter on north side of I street, across Twenrty-second; to take up and relay gutter on Tweuty-second and H street (from Board o| Aldermen); bill relating to the keeping of cows, which was returned from the Board of Alder- men with amendments. The first special order—the bill to regulate snd license livery stables—was taken up, and after being amended was passed. The first section Pe that, twenty days after the passage o! keep a livery stable unless he shall have paid a tax and obtained a license: for each stable with less than 25 stalls, #10; not exceeding 35 stalls, $15; and over 35 stalls, $20. Section second provides that all licenses shall be issued forone year, and may be trans- ferred, the transfer being recorded in the Regis- ter's office, and imposes a penalty of twenty dolars for each vic ation of the first section. The third section provides before any hcense is issued the commissioner of the ward shall certify that there is ample provision made in the premises for the accommodation of all car- riages, wagons, &c., and also that the owner shall obtain the assentot a majority of the prop- erty holders on both sides of the square in which the stable is situated. Section fouth makes it unlawful to erecta livery stable within fifteen feet of the building tine, bor within fifty feet of any d welling-house, undr a penalty 9 not less than thirty nor more than forty doMars. This section applies as well to buildings converted into stables. Section fifth makes it the duty of proprietors of licensed livery stables to pave the entire sidewalk in tront of each with brick on edge, and after being notified to dose by commis- sioner, if, atier thirty days he shall fail, he is subject to a fine of twenty dollars, and further fine of five dollars for each day thereafter he shall suffer the front to remain unpaved. Section sixth makes it unlawful for any per- son to clean or feed horses on the sidewalks or street m front of stable; to suffer manure from the stable to accumulate upon the sidewatk, : or avenue; to allow carriages, wagons, . to remain on the sidewalk, street, &c. longer than nece ry to remove them fromor into the stable; te allow carriages, &c. to be washed or cleaned cn the pavement or street under a pen- ality of not less than fiye nor more than ten dollars tor each offence. Section seyenth repeals all acts inconsistent with this act. Tke biil providing for an assistant to the Register was taken up and passed. Larner moved to strike out the Whole of.section 1, relating to abatement; he Was not in favor ot giving aman a premium tor paying his debts. Mr. Shepherd said that he was about to offer dment to authorize an abatement of 15 per cent. In other cities the usual course was to make an abatement for prompt payment, and in this city this course always brought meney iatu the treasury. If some such incen- live were not given, the tax-payers would keep their money until the last moment, and necessary improvements could not be carried out for want of means, and the corporation would have to issue certificates of indebted- Ress After some farther debate the amendment Was Icet. Yeas i—Mr.N. D. Larner; nays 16. Mr. Canfield moved to make it fifteen per cent, instead of ten. Mr. N. D. Larner said that only men of means would be benefitted by the abatement. Mr. Shead remarked that the poor avaiied themselyes of the abatement. He had often seen the Collector's cflice crowded with the working men. Mr. Noyes said he had made inquiry at the Collector's office in regard to the matter, and it was believed there that as much would be re- alized and as promptly by an abatement of ten per cent as by one of fifteen per cent; and the business of the office would be much simplified by the provisions of the section as reported. ‘Ten per cent offered quite sufficient induce- Ment for prompt payment; and the experience of the ollice had shown that when the abate- ment had been as great as twenty per cent it brought in no more money and not more promptly than when it was reduced to fifteen per cent. Mr. Canfield advocated his amendment, say- ing that the poorer classes would avail them- selves of it and be benefitted as well as the rich, The amendment was lost; Messrs. Canfield and Follansbee voting in the affirmative. Mr. Shepherd moved to strike out the second abavement of five per cent. and insert Septem- ber in place of November, so as to read “and after said lact day of September no abatement shall be allowed.” Agreed to. The bill was read a third time and passed. The chair announced as the committee in relation to amendments of eharter Messrs. Shepherd, Noyes and Ruff, and on the com- mittee in relation to the Street Railway Messrs. Barr, McCathran, Shepherd and H.C. Wilson. Adjourned. —_———_ ImposTors.—Within a fow days a number of street beggars, a reinforcement of that gang which has been preying on the charitable for months past,havearrived in Washington. Some of them are crippled, and some are stout hearty fellows, &nd all represent that their necessities result from service with the army or from the plunderings of Confederates. The crippled ones are old operators, though the stories they now tell are based upon recent occurrences. The others were never residents of the country in which the rebels have been plundering, and ail are professional beggars.
