CounciL Procegpinas, May 20—Roard of Aldermen.—A special meetitg of the Councils was held last night, for the purpose of finishe ing up the business of the Sixtieth Council. A communication was received trom the Surveyor estimating the cost of paying and etading B street north, trom Seventh to Ninth Streets west, and to build four sewers, to be 23,729.50. The communication was referred to the Committee on Improvements. The following ‘were read a third time and passed: An act to keep in repair a portion of Judiciary Square; an act in relation to paved carriage-ways; to pave the carriage-way along Sixth street west trom Pennsylyania avenue to L street north; authorizing the laymg of water mains in Louisiana avenue from Sixth to Seventh streets west; an act in relation to the introduction of water into the several mar- ket houses; an act granting certain Privileges to Robert Gayer; for the relief of James Dale: 3 an act to grade Thirteenth street west from N street to Rhode Island Circle; and an act for | the relief of James Bowen. The bill to grade and gravel N street north, from Sixth to Seventh street west, was Isid on the table, a similar bil! haying been passed ata previous meeting. The following were also laid on the table: Petition of R. W. Carter and others, relative to & sewer in Seventh street: a bill to change the | gtade and repair and rebuild the sewer in Sev- enth street; certain papers relative to the cen- { tral guardhouse. [The special committen were discharged from the further consideration of. the subject.} A joint resolution asking the Mayor to withheld a circus license from Mr. J.T. Coamen Council._A communication was re- ceived from the returning without his #pproval, an act amendatory to an act to pre- vent the carrying concealed and dangerous weapons. The Mayor says that ‘¢he custom of carrying concealed weapons is most per- nicious) frequently leading to most fatal con- sequences, and cannot be too strongly repro- bated. The penaity new is, is not sufficient to prevent the practice: and if- not sufficient, a reduction of it will not, but will encourage it. If there is any necessity for a penalty at abl, it should be such as would operate as a preven- tive, and a reduction of it from the sum of twenty to that of five dollars, as contemplated by this amendatory act, would cnly be an in- vitation to infractiors of the Iaw. Tam entirely and unconditionally in favor of requiring every person in this community to take the oath of ajlegiance and loyalty, and am perfectly willing, and always have voted for and acyocated every legal measure to that end, and will cite thé iact that as the charter allows the corporation make the conditions upon which licenses may be issued.
