On Monday next the election for municipal | officers takes place, and we trust thatevery voter interested in the city’s welfare will appear at the polls. lt is frequently ease that those who complainthe loudest When incompetent and improper men are elected to office are pre- cisely (hose whose indifference in exercising their right of suffrage permits the partizans ot unfit men to thrust them into positions where their dishonesty or incompetency displays itself, when too late for remedy, in most dam- aging mischief to the city’s interest. The attempt has been made—not & very H reputable one, except in the opinion of those | who deem “All tair in politics,”"—to cause it to appear that a certain set of candidates in the field are the administration ticket. Thefalsity { of this statement, (which is hinted, rather than affirmed, by those making it,) is shown by the fact, that the administration has in solemn, positive, and unmistakeable languare made | known its purpose not to take sid* in the | present municipal contest, knowixg oth sets | of candidates to be undoubted Union r 2n, and deeming itthe part of a just and b -ificent government to allow the loyal people here the privilege of selegting for their tiduciary officers, | those in whose integrity and capacity, they / have the most confidence. i That the Administration will not only carry ' out its pledge to the letter, but will also frown down any attempt on the part of unscrupulons: | politicians to interfere with the rights of loyal | citizens, is shown by its action when the at- tempt was made not long ago to control th? : Congressional election across the river in Vir- | ginia, by voting non-resident Government em- ployees. In that instance the legal voters were | protected with a promptitude and efficiency, | and the partizan attempt at fraudulent yoting | rebuked with a severity that earned for the | Administration the profound gratitude and re- spect of the loyal people there thus secured in their rights and privileges. In that act of the | Government, we have an earnest of the course it will pursue wherever unscrupulous at- i tempts shall be made for seitish ends to drag the name of the Admunistration into a local ; contest amongst eyually good Union men, i The earnest and unflinching loyalty of the | present incumbents—Messrs. Dixon, Douglass | and Forsyth—as shown in their zealous and efficient support of the Government in its ef. forts to put down the rebellion at a, time when it required courage and principle to face seces- | sionism in its lair here, is tov well known to néa comment; and their bitterest opponents in the present canvass haye not dared to ques- tion it. The question then resolves itself into one of | fitvess for the pPace, and in this respect also tueir opponents have been forced to bear un. Willing testimony to the fact of their unsur- passed quualifications for the respective posi- | tious they hold. We do not belicye it has ever | happened before in the annals of any city that | its officers have by their integrity and business | ef ali classes ef the community, as in the cage of Messrs. Dixon, Dougiass and Forsyth. | It is the plain duty of every voter interested in having the management of city affairs in | good hands tosee that officers of such tried | ‘worth and capability are properly sustained at ! the baliot-box, and we therefore again urge | upon all good citizens to be present at the polls | on Monday. | OUR MILITARY BUDGE®F ge THE EXAMINATION OF OFFICERS FOR COL- | ORED REGEMENTS ' The Board for the examination of officers for | the colored regiments of which Major General | Silas Casey is president, is now in session daily, (Sundays excepted) at 169 Fourteenth Street. The Secretary of War grants authority to appear before the board. when the applicant 48 examined something as follows: First he | must bring evidence of physical ability, and of | good moral character; he is then examined as to his knowledge of tactics. army regulations, and general military knowledge. I'he appli- cants are also examined in the ordinary English branches of education. The examination does | Ot appear to be a difficult one. F — See DESERTERS. She is represented as being entirely sub- | merged and a total wreck. THE SEAROH FOR THR ALABAMA.—The Navy | Depaxtment ordered the steamer Vanderbilt to cruise in the latitude where the recent depre- | dations of the pirate Alabama were committed, | aad among other ports she was instructed to | enter was that of Fernando de Neronta, where | the Alabama rendezvoused. Upon reaching — the West Indies, Admiral Wilkes, instead of | allowing her to carry out the orders of the { Department, seized ber as his flagship, and at | latest datee she was cruising under his direc. | tions, | { Dectston.—Tne Com missioner of Internal Revenue has decided that notes made payabio on demand, and stamped or de- mand noted (at the rate of one cent on every 2200), but given and received with an under. standing between the parties that demand of payment will not be made within 33 days from date, are in fraud of the law, are net ap- propriately stamped, and where issued on er after June ist, 1863, and not paid within 33 days from date, will be invalid and of no effect. SvIcipE BY A SOLDIER.—This morning, the body of a soldier was found hanging in a tree just north of No. 4 barracks, Soldiers’ Rest. On examination it proved to be the body of Adam C. Spence, of company D, 157th Penn- sylvania regiment, who hails from Marticyville, Lancaster county. He had climbed into the tree and tied an ordinary rope to a small limb, about fifteen feet from the ground, and placed the noose, which was close to the limb, around his neck, the knot catching him under the chin. The determination to put an end to his exist- ence must have been premeditated, as he could easily haye saved his lite by holding to the limbs of the trees near him, which were so nu- merous that to hang himself he was obliged to put one arm over one of the limbs. He is said to have formerly been a good } soldier, but at times during the last five months, he has shown symtoms of iusanity, sometimes being much depressed in spirits. Yesterday he seemed more depressed than usual, and this morning he took breakfast at the camp, and ‘Was aiterwards seen wanderingamongthetrees ubout*eizht o’clock he was found in the tree, | dead. The body hung until abont ten o'clock, awaiting the arrival of the Coroner, when it was cut down, and it will be taken to Pennsyl- yania for interment. ——>+—__ = Latest QuoTATIONS—W asHIneton Mon- EY Marcer.—Furnished by Lewis Johnson & Co., Bankers. The end designed to be accom- plished is evident, but such unprincipled elec- tioneering tricks as these have never succeeded in this community, and will not now. Vrvoce. a gt FEEBLE ATTEMPT aT SuIcipe.—Yesterday morning, 8 well knewn vagrant, named John Smith, was arrested for drunkenness, and placed in a cell at the Fourth Ward station, when he attempted to commit suicide by cutting his throat with a razor. The wound made was, however, ofilv skin deep, John either losing courage, or the razor being too dull to sever the jugular. Dr. Hellen dressed the wound, and the prisoner was retained until sober, when he was released. ae Look TO YOUR TIOKETS.—Editor Star: Voters are carnestly requested te look to their tickets betore putting them in the ballot box on Mon- day, as it is believed that the attempt will be made to defeat the Dixon candidates by frand- ulent tickets, with the names of candidates misspelled. A REPREHENSIBLE ELECTIONEERRING Trick. ‘We hear that on yesterday parties went to the Navy Yard and represented that it was the wish of the Secretary of the Navy that the employees of the yard wonld vote for Mr. Richarde, making other representations of the same character. We have to say that we have satisfied ourselves positively that the parties indicated had not the slightest authority for such representations. On the contrary, Secre- tary Welles has announced his wish that the employees of the yard shall vote without any coercion ‘whatever, for the candidates of their choice. Mx.
