GEN. Keyes: Some light skirmishing has taken plac day at Suffolk. Lieutenant Colonel Kimball, of the 9th New York Zouaves, was suddenly killed by a pistol shct in the hands of a superior officer. FROM THE ARMY OF THE POTOMAC, ; The Recent Bread Riot in Richmond—De- fenses of Richmond, &c. HEADQUARTERS ARMY OF THE Potomac, April 11.— A refugee who left Richmond last Tuesday has arrived within our lines. The bread riot in that city was witnessed by him, and caused the greatest consternation among the authorities. The women were the heads of the families of the working classes, and were actually starving, many having been com- pelied to beg on the street. A repetition of the demonstration is feared» Reinforcements are hurrying up to Fredericks- burg us rapidly as possible. Most of them are conscripts and conyalescents. Several divi- sions are encamped about Richmond. Work has been suspended upon the fortifica- tions around Richmond, their impregnability being considered certain. Earthworks are be- ing thrown up along the Rapidan river; but the force in that vicinity is composed chiefly of cavalry. The gunboats, iron-clads, are afloat in the James river. The Virginia lies down near Drury’s Bluff, and has made several attempts to pass the obstructions, but failed. The third is untinished, but rapidly approaching comple- tion. Riot Between Irish and Negro Laborers, New York, April 13.—A riot occurred to- day between some negro and Irish laborers, which was quite serious fora time. The Irish are said to have commenced the difficulty and hurled missiles at the negroes, driving them off ihe pier into’ boat. At this moment one of the negroes, named Oney, fired a pistol, wounding James Agare in the head, but not seriously. Another account says that Agars was wound- ed by a brick thrown by one of the mob stand- ing beside him, The riot was soon dfter stop- ped by the police. The negro Oney had his nose broken. Mr. Thompson offered in lieu of the first and | third sections, the firet section of his bill, whieh authoriz:s the Mayor on the passage of the act, and anuutlly thereafter, to enter into a written ugreement with the Washington Gas Light Company to supply the lamps of this city with gas until further ordered, and upon the follow- ing terms: The price of gas to be in accordance with the act of Congress July 11, 1562, redacing ihe price of gas to 27 cents per hundred feet: each lamp to be supplied with a four-foot burner, consuming not less than four feet of gage per hour, and to be lighted twenty-four nights in each month, the average time of lighting and extinguishing to be as follows: in the months of January, February, November and December lighted at 5 p. m. and extia- guished at 6 a. m.;in the months of March, April, September and October lighted at7 p. mu. and extinguished at 4 a. m.;in uke months of May, June, July and August lighted at & p. 0. and extinguished at 3 a.m. Each lamp will be lighted 258 nights in the year, and the ayer- age contract ee ice shall not exceed €— per month, payable monthly out of the ward fand. The second section of Mr. Gordon’s bill which provides that the Mayor contract-with the gas company for lighting, keeping clean and extinguishing the lamps ata rate not ex- ceeding tvro cents per night, and for reporting all detective lamps to the Mayor, whe shail cause the necessary repairs to be made, was adopted. Mr. Utermehle moved the second section of his bill as follows, as the third section of the bill under consideration, which was adopted: That it shall be the duty of the Mayor to cause lamp posts to be erected, without delay, at proper distances in every street and ayenae not now so lighted, where gas ipes are now or shall hereafter be laid, and @aye the same lighted with gas, as required by the first sec- tiop of this act; and he shall invite proposais for the space of ten days for the furn ing and erection of such lamps and posts, and award the work to the lowest responsible bid- der: Provided, that the whole expense of put- ling up each new lamp and post, complete, ready for lighting, shall not, in the average, excced twenty-five dollars, payable out of the ward fund.
