Mr. Utermehle introduced a bill making it ublawtul tor any persons to keep mere than two cows within 300 feet of any dwelling ex- cept those of the owners, ander 4 penalty of 21 tor each day such place shall be occupied, and requires all owners of cows te have the prem- ases on which the animals are kept cleaned daily. My, U. stated that this bill neaded no expla- nation, as gentlemen who had look-d into the a@ubject could not fail to see the necessity of a bill of this character. Mr. Lloyd thought the bill oppressive—that our citizens were supplied with milk from cows kept in and around thegity. He moved to refer the bill to the Pp. ghey Mr. Raub was opposed to reference. The manner in which some persof$ kept their cows rendered the vicinity of the stables unendar- Able. A friend of his owned a house in the First Ward, next door to which some persons bad erected on alot 20 feet by 100, stabling in which was kept thirty cows, rendering the dwelling almost untenable. Mr. Thompson stated that there was a great difference between New York and other places and this city. In other cities the supply of milk came in by railway from the country, while in this city it was with difficulty that milk could be brought from Annapolis Junc- tion. In New York the amount of milk con- sumed was a pint to each person, and in this city a gill was consumed by each one. he bill was referred to the committee on police. Mr. Canfield intreduced a bill reciting that St the last session of Congress a bill was intro- duced to increase the pay of the Metropolitan Police, which failed to become a law, owing to the late day at which it was introdrced, and authorizing the Mayor, in anticipation that the mount would be refunded to the Corporation by Congress, to draw from the general fund on the first day ofeach month until the next meet- ing of Congress, a sufficient amount of money to pay each policeman tha sum of ten dollars. Mr. Gordon said that this was a bill to pays class of m+n oyer whom they had no control, and usked that it be referred to the committee on ways and means, Mr. Lloyd moved to refer it to a special com. mitre. PROBALLE Homicrpy.—Last evening, be- tween 7 and § o’clock, John Green went to the house of Thomas Murphy, on Twenty-second | Street, between G and H, and got into conver- sation with Green and his wife when some misunderstanding occurred, and Green drew a reyoiver and discharged it at Murphy, the ball entering about two inches above the naval, % | passing through the liver, and lodging in the ion of John B. Clagett and others, for the | P 4 io side. Mrs. Murphy was standing so near by at the time that her face and neck were badly burned by the powder. Dr. T. F. Joyce was called, and, during the night, succeeded in ex- tracting the bail. The wounded man was lying very low this morning, the wonnd being ofafatal character. Green, during the excite- ment, succeeded in making his escape. Mrs. Murphy was Green’s brother's widow | and married Murphy but a short time sines, and previous to ber last marriage, Green was living with her, attending to the store. Since her marriage, they have not been on good terms and have had frequent quarrels. Mrs. Murphy, a tew weeks since, had him arrested on the charge of abusing her and breaking her furniture.
