Seymour, Esg., consulting eegineer, in reply toa letter trom Alderman Brown, requestin; him “toexamine the canal which passes thro’ the city, and report upon the practicability of seme plan by which the sewerage of the city, which discharges into the canal, may be carried into the river by the action of the water, and at the same time preserve the use of such portions of the canalas may bg necessary for commer- cial purposes.” . Mr. Seymour replied, that he had made an the practica- bility of the proposed measure, had pce mends the following plan—confining his sug- gestions 8 that portion of the canal between Third st. west and the point where it connects with the Potomac river at the junction with Fifteenth street: The letter recommends the «construction of a longitudinal wall of solid cement masonry inthe bed of the canal, at sufficient distance (say twenty or thirty feet) from the north side of the canal to afford ample passage way for the drainage of £0 much of the city as may be tributary to it, and thus divide the canal into two longitudinal sections, the southern one to be used only for purposes of navigation, and the other only for purposes of sewerage. “The sewer should be arched over, so as to be entirely hidden from view, except such ap- pertures &s may be necessary for ventilating pw ‘8; and the mouth of the lateral sewers ne | emptying into this main sewer should be so se. cured by traps or floodgates opening ontwardly that nothing can enter them from the main sewer. «At the lower end of the sewer there should be traps or floodgates. so constructed as only te allow of the passage of water and the contents of the sewer ont into the river. “At the lower end of the canal there should be constructed a regular lock for the pastage of vessels and boats, with a lift equal to the dif- ference between high and low tide, which I am informed is about four feet, - ‘+ At the upper end of the canal there should sewer there should be traps or floodgates open- | iber Creck, which intersects the present canal at | that point. . « This water flowing freely through the sewer would keep it free and clear; but to insure this result it would be advisable to coumect the canal with the sewer by means of a valye rate inserted in the partitionawnll, so as to allow at apy Ume of low tide a large injection of waters from the canal into the upper end of these wer, and thus oy tee process called flushing drive out any sediment remaining in the sewer. “There should also be traps or floodgates opening from the river into the lower end ot the canal, so as to keep it constantly -upplied | Strument could acer { examine and en | Mitting a fine of $20; passed, ) bill relative to public wei ‘Louis by the provost marshaliof | dealing with such paper, or recei vent ofthe bed of the creek files up, or the channel obstructed by the reception of lateral drainage. vantages connec with the ay overor otherwite permanently covering up accu. mulated ‘ohn of @ large cit whieh fhould be classed first the considera- tions, and next the removal of that which is exceedingly offensive to the senses.” Mr. Se) mour does not venture an Opinion ae to the cost of this novel improvement, for the yeason ‘hat only an exeménation with the in- ‘Appended to te better fen portacrtpt by B. ppended to & por! y B. ds.
