Mr. Lincoln conceives that he can better subdue the rebellion by receding trom his proclamation than by per=isting tn it, the colored race, according to his own theory of his official and military duty, has no right to freedom which he is bound to rsepect.” The Republican argues that a reconstruction of the Union can never be effected without an «extreme revolutionary process which will throw the power at the Sonth into entirely new hands. No catastrophe less cor- spicuous than that ever terminated such @ wide-sweeping civil war as this in which we are now involved.” sce OUR MILITARY BUDGET. a IMPORTANT FROM CUBA. ——— TEXANS RUNNING THEIR SLAVES INTO THE ISLAND. _ LOUISIANIANS DOING THE SAME THING. —- — THE LATEST PHASE OF THE SLAVE TRADE. ——>— — We have reliable information from parties just from Cuba that the steamer Blanche, on her late trip from Texas to the port of Mulatto, Cuba, carried, in addition to her cargo of cotton, quite a number of Texan slaves with theirown- ers, who promptly sold them to Cuban planters. And, also, that sece=h families arriving from New Orleans and its vicinity, are bringing with them numbers of slaves. We learn, further, thatthe Cuban negroes are learning and singing the «Abe Lincoln” songs of the Texan and Loni-iana negroes, much to the disgust of their owuers, who think ihey bode an approaching season of disquiet arocg them. It will be remembered that the steamer Blanche ran her -argo to Cuba under the Brit- ish flag, not previously known, for many years, to have covered a carzo of #layes for the Cuban market. A Spanish man-ot-war, the Biasco de Gayay, by the by, is said to have landed more or less of the slaves entering the island from the vicinity of New Orleans. We shall not be surprised to find this new slave trade increasing fast; as while the facil- ities for making the passage are much greater than those for making the African slave trade passage, the slaveholders of Louisiana and ‘Texas are rapidly coming to comprehend the fact that the natural incidents of the war, if much longer prolonged, will render the institu- ten well nigh as insecure, if not as utterly unprofitable to them as they have certainly rendered it to the staveholders of the border idles. OF THE The tug Leslie came up yesterday afternoon, bringing up the seamen who had been picked | up im the Chesapeake bay on Wednesday last by the steamer Daniel Webster. They state that they are a portion of the crew of the ship Alleghany, of New York, which left Balti- moze last week with a cargoof gnano for Lon- don, and that during the storm on Sunday she ¢ame to anchor below the mouth of the Rappa- hannock, where she remained until Tuesday uight, at which time a party of rebels in their boats, carrying in the neighborhood of seventy- five men each, some in uniform, under the commend of a Lieut. Smidt and another Lieu- teuant, came irom oul the Piankatank and boarded the vessel. On getting on board, the captain, mate and pilot were ut once taken prisoners and trans- f-rred to the boats of the rebels, and the balance of the erew were ordered to take the ship's boats and put out to shore. The rebels then set fire to the cabin of the ship and left, taking the prisoners with them and a beat containing about half of the crew. Those who were brought up state that they es¢aped by reason of the darknes> of the night, and after floating about all night were picked up as stated above, by the Webster. : The men on the mortur schooner No.7, which was some distance off. saw the fire, and a boa:'s erew Was at once dispatched, who succeeded in extinguishing the flames after the after part of the ship, with the mizen mast, had been des :royed. This is the same vessel doubtless reported (via Fortress Monroe) as seen burning by the Baitnnore steamer on her way to Old Point. NAVAL OPERATIONS—CAPTU RE OF A REBEL VESSEL.
