Etvans in the chair, and Mr. Reuben acon acting as secretary. Mr. Northrup said he desired at the last meet- ing te offer a resolution. He thought that in the selection of candidates they should have been represented in a convention of the wards; but as their friends in the other wards had scen fit to pursue a different course, he would cheerfully submit. Hesopposed that all would go for Mr. Wallach tn preference to Haliday. r.N. had several other resolutions endorsing the course of the Administration fn relation to the slavery ques- tion, and In relation to the education of colored ebildren. Mr. N. then read the following : Whereas we bave found that our desires for the snecess of the Administration in putting down the existing rebellion, and our readiness to adopt any mesures tending to strengthe1 the Govern- ment and the Union, led us last year to place un- due confidence In tbe professions of some who sought our suffrazes, and to accept too easily their assurances of an unwavering and unconditional devotion to the Union: Therefore, Resolved, That as sufficient time has elapsed for a fail development of feelings and views on this subject, we will, at this election, take no saan ‘‘ on trust,”’ and will vote for none who have act given clear and unmistakable evidence, by tbetr sections 2s well ss words, that they are the and steady supportera of the Admin- ion and Government of the United States. Resolved, That the cavils about the prohibition of siavery in this District, where it had no legal existence for years, devolving a duty on Congress to do it, asthe Constitution pives no power to that body or the people to establish or even sustain slavery outside of State Muits, - evinces, we think, a disposition to throw obstacles tn the way of the Administration aud other branches of the Government. Resolved, That the cavils at the President's recommendation respecting slavery in the Sta‘>s, together with a sensitiveness on the subject of confiscation, evinces, we think, an undue and un- safe regard for an institution which is manifestly the cause of the wickedest rebellion the son ever shone upon, jeopardizing our lives, sserificing the iivesof friends, and bringing burdensome taxes on the loyal people of the country, and this after it seems evident to everybody else that slavery has received Its death-blow at the hands of those who, fer ts extension and perpetuation, would, If possible, destroy the best government ifn the world—would ruin because they cannot rule. W. Wallach. The ques- tion of alavery is making way with itself very fast, and is not brought into this contest. Mr Wallsch is undoubtedly to be the next Mayor of Washington, bat If any one doubts bis loyaity let him not vote for him. Mr. Bacon said be bad not endorsed Mr. Wal- lech for Mayor, nor Mr. Semmes for Alderman, bat if it is best, let us nominate and vote for them. Mr. B. also spoke of the various cannidates for Council, endorsing Mr. Murtagh and Mr. Mitch- ell es far as he knew of them Mr. Northrup said the questions referred to in the resolutions were chiefly those rsised In the tirade against the administration because of its management of the slavery subject, and it was his desire to have their sentiments expressed on those subjects. Mr. Ven Vleet approved of the spirit of the res- olations, but would not advocate their pa sage because — had already syteed upon their plat- form (vuich bad b.en adopted at their first meet- ing). He would be scrry to see the resolution re- iating to slavery passed, because it did not state the facts. He went on to argue that slavery had no legal existence in the District. The laws re- lating to slavery at the tline of the cession of the trict to the General Government were those of 715, which provided for holding native Africans and their descendants to two generations staves, out the third generation wasto have been free. Subsequently other laws were made by the Legis- lature of Maryland, looking to a further bondage of slaves, but those laws had no effect 1n the Dis- triet—bence slavery bere was unlawful. Mr. Northrup.—If the resolutions are not per- fect, they can beamended. They all individually endorsed them, and it was not necessary to adopt them in this meeting. At 12 m. yesterday, Mr. Weston reeumed bis task, and considerable interest is felt in the reault of bis ‘‘mevement upon Philadelphia,” as he un- dertakes the remarkable feat of walking the entire distance, one hundred and three miles, via the Conowingo bridge across the Susquehanna, in Ss consecutive hours, including all stops. Paty Orr.—The 16th regiment Indiana volun- teers was paid off yesterday. This was a one year regiment, and their time has just expired. Some of the privates received as high as $75, their pay having been standing for some time. They left a creat deal of their money at the cloth- ing stores of the city, agrest many of them cast- ing off their regimentals and arraying themselves in citizens’ dress. As usual, too, no mean por- tion of their hard earnings found its way to tue money drawers ef lager beer and whisky saloons. Tue pickpockets and thieves were around in ful! force, and two or three of the soldiers had their pockets picked whileat the depot waiting for the train toconvey them homeward. Pickpockets are ‘‘mean cusses” anyhow, but they who would pick the pocket of a soldier, and rob him of his dearly earned pay, must have hearts depraved and rotten to the very core.
