Totten, Chief of the Engineer Department, bas replied to the Inquiries on the subject of the changes which may have become necessary in forts and other means of defenee. He lays down the following inciples, which have always been maintained by engiseers—namely: Forts must fall before a competent land attack, and forts are competent to resist and repel vessels. Both ef these principles tave been well settled by military experience, and. bave received fali iliustration in the recent wttack on Fort Pulaski. After an elaborate argu- ment he states the following conclusions: That the plans of our seaboard ba:teries, of the simplest possible character, cancot be improved essent'aily.
