Cooke, left 14 Point at 1 o'clock yesterday afternoon, and arrived atthe Washington Navy Vard at half past even @eclock this morning. This beat left the Navy Yard with the steamer Baltimore on last Friday evening. The King Philipssrived there on Satur- day afterncon, In time to witness the burning of the Congress it was stated by naval officers that the ccm wander ef the Cumberland, after that vessel was injured, was called on by those on board the Mer- vimac to surrender. He refused, and said be might sink, but would never surrender. It was ‘stated further, that the last guns were fired from the frigate when the gunners were over thelr Bnees in water Captain Cooke was on beard the Rosnoke neat day, and witnessed the contest between the Mer- rimac and Monitor. He says the vessels in Hamp- ton Reads and the ramparts of Fortress Monroe ‘were crowded with excited spectators of the Scht, who could not restrain their feelings, but at every shot fired from either vesecl would csgerly shout thelr comments as te ite effects on the nther ‘The captain of a French man of war in the Roads was one of the most interested lockers-en, and ‘was beard to say that he had witnessed the con tests in the Crimea and tock part in the siege of Sebastopol, but had acer seen so desperate 8 Sight before. The vessels were most of the time Beer enough to each other to tessa biscuit from one to the ether. Two steam tugs were dixabied in trying to get the Minnesota off, and that vessel was finally moved from her position by the steamers King Philip end Baltimore and the tug Atlantic. While she was layiag aground helpless, the ‘Specie was taken from her by the King Philip and puton board the tug Reacue. ‘The steamer Baltimore has towed to the city of Baltimore the disabled tugs Mystic, Zouave and Dragon, one of which was damaged in the fight ‘The United States steamer San Jacinto js hourly expected at Old Point THE MonIToR. Erroneous impressions as to the cirewmstances of the construction of this ship extensively pre- wall. She is not the creation of « private enter- Prise,’ as is so generally stated. She was contracted for last fall by the Navy in pursuance of a recommendation of @ naval board upon iron-clad con- sisting of Commodores Joe Smith and Hiram Paulding and Capt C. H. Davis, which approved her model and those of two others, (now being wapidly pushed to completion,) rejecting the models of the host of others offered. She has been paid for from time to time, as the work on her progressed, until there remains to be approved but the account for the 25 Per cent. balance, (of Rer total cost of $275,000,) reserved as per the Contract, as 2 guarantee that she should perform Serepresented. That balance is now ready to be paid, we take it, on the application of those to Whom it is due. FORTRESS MONROE. ed here per telegram from For- tress Montce in the twenty-four hours ending at moon to-day. As messages to that point have gone through from Washington this moraing, the telegraph between the points is certainly in ‘working order. It is therefore taken for granted that no change in the situation of affairs there ‘worth mentioning has occurred. Yesterday Geu. ‘Wool sent a flag of truce up to Craney island. It 1s not yet known here what news came back to the Portress by it. THE ARMY OF THE POTOMAC. In answer to numerous inquiries concerning the Movements of the army of the Potomac since its advance reached Mantssas, we feel at liberty to say, only, that it is carrying out to the letter the programme marked out for its operations ere marching from its winter quarters in this imme- iste vicinity. It must be a week or two yet, be- fore the plan is so developed that the pubilc at large will comprebend it in all its bearings. COMMODORE FooTR. Itis probably one of the guns brought by the Bermuda some time since. Among the other guns unipjured isa nine-inch Dahlgren gun, which was cas. in 1555, and is sup) i to be one of those stolen by the Rebels at Norfolk. All the guns. with the exception of the English gun mentioned, are, no doubt. those stolen from the United States at various points. The ex- treme northern = at Shipping Point is bursted, and an inscription on the face of the breastwork states that “this gun burst on the 15th of Feb- ruary, 1562.’’ There was a rumor at that time in our camp that it had burst. killing two men and wounding one, which this date seems to confirm One of ovr men picked up a roughly drawn map of the Rebel batteries, which gives the loce- tion and number of guns in the various batteries. It was probably drawn by some one of the Rebel soldiers for bisown amusement, and is in the main quite accurate. Although not drawn to a scale, it gives a good general idea of the number and location of guns and troops in the immediate vicinity of the batteries. Battery No. 1, at Ship- ping Point, had but two guns in position—one having burst, and the three southerly ones havin; never been rrounted, their places being supplie: by three beavy oak logs covered with canvas, in- tended to deceive our joonists.
