The press and the people have been loud in ir condemnation of the manner in which Congress trifles away the time which ought to be devoted to the public business, and not th without justice. This fault of the people’s Representatives, however, appears to be one of on Sere There lies before us a number e of the Commercial Advertiser, dated Februa 21, 1510, just half a century ago, from whie we gather that “the House’ was little better then than itis now. The resolution hed been under discussion the day before and the debate was recommenced on the morning of the 15th. A motion to lay on the table was carried; the House divided egain and it was lost! Mr. Ross moved to strike out “-/ectwre”’ and insert a provision that Mr. Fulton might “explain the practice and utility of the torpedoes.”’ Mr. Dana thought the amendment made the resolution less exceptionable; that the House of Repre- sentatives should Congress! Mr. Ross's amendment was d without a discussion, and then Mr. time * He g! Congress assa M ed, and concluded * Shall we resolve ourselves into a com- mittee of students to receive instruction?” Then followed some tall talking by Mr. Ross, who lugged in Columbus, the Kings of France, England, and Portugal, and “the cel- ebrated Isabella,” and declaring that the Awerican people “‘were aspiring above Kings and Emperors,’ exclaimed, glancing no doubt at Mr. Quincy, “none are so likely to remain in norance as those who are too prond to receive instruction;’’ and further opposition by Mr. Munford and Mr. Quincy, and finally the whole yaatter, which occupied the House till 4 o’elock p- m., culminated ina snarl as to wh ad be- e o& the resolution, and in appeals from Speaker's decisions, &c.
