The Constitution encourages the popular reform Movement about being initiated in Baltimore, but expresses the hope that the wisdom and loy- alty of the respectable citizens participating in it will guard against any imitations of the lawless means of redressing lawlessness adopted by the outraged citizens of San Franciseo and New Or- leans. The Intelligencer quotes from an oration deliv- ered by Thomas M. Hanckel, Esq., before the “<"76 Association’? and the “ Cincinnati Society,” of Charleston, on the 4th of July last, to show the abuses which have followed a esnperees the present generation from the princ: usages of the fathers and paren the government, and the corrective, in the shape of the ever-extt- ing power of the minority, or “Opposition”? to the incumbent Administration, which bas par- tially ehecked their prevalence. Thurlow Weed et al.—Messrs. Dean Richmond, Peter Cagger & Co.—and Messrs. U » Brooks & Co.—well-known rival interests ical aidl The occasion is the meeting of State Conventions of the Republican, Democratti®, and American parties. all of which assemble in the course of the ensuing three weeks. Cahoodling. toeffert the result of the State's Vote { the-ap- proaching Presidential election will prove most of thé real business before all these Conventions, though it may possibly occur that the subject will not be openly approached in either of them. To effect that result to suit their views, will require, on the part of the managers, political tight-rope walking as skillful, quite, as that of either Blon- din or DeLave, in their line. Feats of political balancing, twisting, and posturing utterly incon- ceivable to the aninitiated, will, of course, be easayed: each set of rivals endeavoring thus to get the advantage of the other. Pity tis, that these feats will not be as easily comprehended by the people as those of Blondin and Del.ave, which were by no means of as much importance to the country. The public will await the results of these several Conventions with unfeigned interest. the problem to be solved being the question whether what is left of the American party of New York is prepared to be swallowed by Messrs. Weed, Seward & Co., without even being treated to the usual greasing of a strong preliminary slushing of flattery, that is not to be accorded on this particular occasion, for fear of increasing the already considerable disinclination which the German-born Republican-party men feei towards that organization, growing out of the late action of the Republicans of Massachusetts, in enacting that no foreign-born citizen shall hereafter vote in that State until he shall have been two years nat- uralized. = Pustic Survers tn Dacotan.—The General Land Office is In receipt of the returns of the ex- tension parallel of 43 deg. 30 min. north latitude, starting from the western bank of Big Sioux river, and running west 26 miles to the line between ranges 52 and 53 west, of the 5th principal meri- dian, and within one mile of Vermilion river. The parallel crosses Big Sioux river in its wind- ings northward at the distance of 7 milesat a point 2 miles south of Sioux Falls city, situated in township 101 north, range 49 west. Also, of the establishment of the 7th guide meridian west of the 5th principal meridian from the termination of the said parallel due north 72 miles to the point between Ten Mile lake and Ti-Tanka-Hi lake. And of the survey of the Ist, 2d, and 3d standard parallels north, starting from the said guide me- ridian east to the distance of 24 miles. The foregoing main lines of the public surveys constitute bases for the subdivisional work in that part of the surveying district of Wisconsin and lowa which, upon the organization of the State of Minnesota, was not embraced within its Umits. Numerous settlenents bordering the Big Sioux river north of the parallel will soon be ac- commodated in respect to the wishes of settlers for the survey and subdivision of the public lands, aud enable them to locate their improvements in accordance with legal subdivisions of the public tet, districts, comprise some of lands in the State , - ¥ of least he is not aware of any. cee {> At last accounts, nothing of diplomatic im- portance had transpired in the Zurich Conference.
