The Unton, speaking of “‘ The Army and its services,’’ thinks that the idlestof all delusions is that of apprehending, in our country, serious danger to the liberties of thirty million people from the assaults of an army of fifteen thou- sand soldiers seattered over a line of posts ten thousand miles in extent; and that the most droll and absurd of all misnomers is that which denominates an army, each regiment of which marches twelve hundred and fifty miles in the year, astunding army. In regard to the sundry wonderful fables that have been freely cireulated by opposition papers during the last twelvemonth, concerning the prices paid for army supplies and the grand total of army expenditures for the year, it says, that it appears from the Report of the Secretary of the Interior that beef and cattle have been bought for the commissariat, delivered away off in Utah and New Mexico, at cheaper rates than they were sold at, in open market, in any of our cities. The same paper treating of ‘‘ The Tariff— Local and Individual Interests in Congress,” argues that if the Tariff requires modification the work should be done solely upon public considerations, and not upon those of a local or individual character. The Intelligencer is devoted to news to-day. — —— ~eee- Surrress: Lorrzrtzs. —The House of Rep- resentatives of Georgia have unanimously passed a bill repealiug all laws which authorized lotte ries in that State, and prescribing certain penal- ties for all schemes and sale of tickets after the Ist of June, 1560 SS ee Impertant from Nicarag The Nicaragua Transit steamship Washington, arrived at New York on Saturday morning from San Juan del Norte and Aspinwall, bringing news of considerable interest and importance. The Washington sailed from New York, No- vember 7th, for San Juan del Norte, via Kings ton, Jamaica, arrived at Port Royal on the even- ing of the Mth ult., landed several passengers, and proceeded to sea the same evening at 11 o’clock ; arrived cif the barbor at San Juan del Norte early on the morning of the 18th. On the 15th and 16th of November was boarded outside of the harbor by a boat from the United States frigate Savannah; entered the harbor sbout noon, as soon us a pilot could be obtained. The Washington reports that Colonel Childs, the Company's agent, came on board and {n- formed us that nothing bad been heard of the ar- rival of the Heimann at San Juan del Sur, and that the Nicaragua government refused to permit the passengers of the Washington to passthrough the country, alleging that her ngers were fillbusters counected with the Hermann. Mr. Childs, with other parties connected with the company, on the morning of our arrival, took the little steamer Catharine Maria, and proceeded up the river to Granada to consult, and, if possi- bie, to induce the government to grant permis- sion for our passengers to pass if the Hermann ‘was at San Juan del Sur. Colonel Childs returned from Granada without accomplishing any arrangement with the govern- ment; on the contrary, the boat was not allowed to from San Carlos without an officer, with le of soldiers, on board. She proceeded to Virgin Bay, the officer being instructed not to al- low the boat to land until be had ascertainea that there were no filibusters at that point, the govern- ment being informed and firmly believing, that the steamer Hermann had landed several hun- dred filibusters at San Juan del Sur. A small boat was sent ashore, and after the officer being convinced that there were no filibusters, either there or at San Juan del Sar, the steamboat wes Permitted to land at the wharf, and an ayent of the company _—— to San Juaa dei Sur to ook after the Hermann. The U.S. men-of-war Savannsh, Jamestown and Roanoke, and the Envlisu steam frigates Leopard and Valorous, were at San Juan del Norte, Sir Wm. A reply was soon received trom Mr. Corwin, that Le would reduce the fare tn the stecrage to $50, and would make a reasonable reduction in the first and second cabin. Application was then made to Mr. Center, Superintendent of the Paname Railroad, and the fare over its road was reduced to fifteen dollars. Yot, as there can be little doubt of the substantial correctness of the leading: facts as thus narrated through the Press, we can see no way in which the authori- ties at Washington can now avoid carrying out the President’s oft proclaimed policyjof effect- ing the opening of the route. Up to this time they have doubtless hesitated to use their power to effect that object, only under the be- lief that the faction of Martinez, who nomi- nally hold the government of Nicaragua, would return the Cass-Irisarri treaty unmutilated— precisely as it passed the Nicaraguan national legislature—and thus solve the transit im- broglio peaceably. If wo are not greatly mis- taken, Martinez has been officially notified more than once that it is the fixed determina- tion of the United States to open the isthmus (transit) of Nicaragua to the use of the world by promptly protecting any rights in connec- tion with its use with which Nicaragua has invested American citizens. We presume that all hope of being seconded by Martinez’s gov- ernment in that object having at length been dissipated, the Administration will at once take due care tha@eAmerican rights and in- terests are hereafter respected in that quarter. The flagrant interference of her Britannic Majesty’s vessel of war, the Leopard, in ossay- ing to search a regularly cleared American steam ship, in connection with this affair, will only serve to increase the necessity for prompt action in the premises on the part of President Buchanan. As, to submit to it, will be vory foreign from the policy proclaimed in his, and his Administration’s official publications with reference to the relations of the United States with the States of Central America. We make this statement wholly upon the information embraced in the newspaper accounts of the ac- tion of Martinez and the commander of the Leopard. Subsequent accounts—official ac- counts—may probably put a different aspect upon the matter; one justifying a different line of policy on the part of the United States. The course which the company owning the steam- ship thus interfered with will pursue is doubt- less correctly stated in the following brief ex- tract trom the New York Express of Saturday afternoon last: “The Board of Directors of the Nicaragua Steamship Company are holding a meeting this afternoon, at their office, No. 3 Bowling Green, to determine whether they will soon send a steam- er to Nicaragua again, or pay back the passenger money to the returned pussenyers,who are throng- ing tlie office and anxiously awaiting the decision. “The passengers are,to a man. in favor of going on again, and speak well of the treatment received upon the vessel. A few, fatigued during the long and somewhat boisterous voyage, thin that they will wait awhile to recruit, and not go on the first steamer, if one shoud be sent soon. There are alxo a number of persons at the office who were not passengers by the Washington, but desire to go on the next steamer. ‘« Larem.—Iit is stated by Mr. White that the company will send out another steamer for Sen Juan dei Norte next week. A second steamer will also be sent around the Horn. Inthe mcan- time, the passengers will be boarded on shore at the expense of the company.” Coumotios in THE Loppy.—It became known around the House hall this morning that Mr. Steadman, House Printer, had written a letter resigning the position. This created intense excitement in the lobby. It seems that Mr. Steadman sold bis contract in the courze of the last session to Mr. Cornelius Wendell for $34,- 000, whieh, it is said, ho has been duly paid. He has demanded more, and Wendell declining to meet his demand as made, he essays to take this method of trying to deprive Wendell of the work. We give the story as itis currently reported at the Capitol. A new election at this time would be a godsend to the black- mailing fraternity, who, while whispering as- persions on Wendell into the lugs of members last year, were reaching nervously bebind them to clutch the drippings of the printer's election for this Congress that has already taken place. A Fatsg Rumor —The rumor, said to have originated from a late letter from Fort Leaven- worth, that Major Emory and eight of his eom- mand had been murdered near Fort Arbuckle is undoubtedly false, as the War Department is in receipt of advices from that officer direct of a later date than could Possibly have been Teceived by way of Fort Leavenworth. The Department would certainly have received in- telligence by telegraph if such an event had occurred. Tue Hon. Jonn Letcugr reached Washing” ton yesterday afternoon, and is at his old quar ters, Browns’, where he has subsequently been called on by hundreds of friends, especially from Virginia. We understand that he will re- main in Congress to the end of the session, after which he will probably address the people of the Old Dominion at various points, canvassing thus for his election as Governor of the State. Caixa anv Jarax Treamins.—The President has eent to the Senate the China and Japan treaties; and they are ordered to be printed, and will be considered at once, so that Mr Bradley, the bearer, who is now here waiting, can returu at an early day with ratified copies. Awarpep.—Thecontract fora supply of dry goods and blankets to the Indian bureau for the ensuing year has finally beon awarded to V.G. Chittenden & Co., of New York. The contest was between them and Cronin, Hurx- thal and Sears, the contractors last year. Restenation.—Mr. Charles Lanman has re- signed his place in the Department of the Inte- rior. Asit was not deemed advisable by the Democrats that he should remain on that committee, he moved that Mr. Gwin should be placed en it. Motion ruled out of order. A communication was received from the President transmitting a statement of the Sec- retary of the Interior showing the amount of money paid out of the Treasury of the United States for pensions since the foundation of the government; ordered to be printed. Also, a communication transmittinga treaty between the United States and the Kingdom of Siam, ratified by the latter government on the 16th of August last ; referred to the Com- mittee on Foreign Reiations. Mr. Clingmau offered a series of resolutions in regard to British interference with United States vessels on the coast of Central America, calling for information, &c. He said that be did not ned eros this idea of England’s taking the United States under her protection. He thought that the United States Government was able to take care of itself and its ships undor all circumstances. Mr. Mason said that he thought there was a paragraph in the President's recent message giving information on that subject. Mr. Gwin moved to take up the Pacific rail- roal bill of last session, and that its conside- ration be proceeded witb; and addressed the Senate in favor of his motion.
