The Union, speaking of ‘‘ The Escape of the Susan,”’ thinks that the escape of the Nicara- guan “emigrants’’ or filibusters from Mobile, may at any time precipitate a crisis in the foreign relations of this country. That from aanifestations that have been given out, it ean hardly be doubted that the British and other foreign forces in Central America are on the eager look out for excursions of this sort, in that direction, and that the “emigrants” may either be intercepted by capture before landing, or be pursued on Iend, combatted, and arrested after debarking; and that the news of such an event would at once arouse the volunteer feeling in this country to the highest degree of excitement, involving our whole eastern and southern coasts in a blaze, and precipitating immense reinforcements from our shores to rescue our countrymen and sus- tain our interests in Central America, result- ing in a collision between these bands and the European forces found in that region, and probably the most angry and threatening state of affairs between our Government and those of Great Britain, France and Spain. Alluding to the fact that the endeavors of the Govern- ment to avoid such a crisis as may now be brought on, bas not been as fully sustained by public sentiment in the Gulf States as it had ood reason to expect they would, it says: “If there is any region of the Union more di- Tectly and profoundly interested in the preserva- tien of the peace of the world—expeciaily of the between this country and England and rance—it is the region composed of the cotton- rowing States."’ Tn conclusion it expresses the hope that our own naval vessels may yet succeed in inter- cepting the fugitive “Susan,’" bringing her back to our ports and preserving this filibuster question still longer as a purely domestic one in our policy. The same paper advocates the idea of a “Monument to the Signers of the Declaration of Independence.” The Intelligencer agrees with the President in his recommendation on the tariff question, but dissents from his Mexican and Cuban policy. Bowman, Esq., on Wednesday declared the contracts for supplying Government with paper for the ensuing year. The following were the bidders : : Edward Goodwin, Jr., Geo. H. Levis, 8. J. Megargee, Andrew Emerson, Miller, Hines & Co., Megargee Brothers, Jessup & Moore, Timothy Keeney, Geo. Hill, Jr., BE. B. Eshel- man, J. M. Wileox & Co., Chas. Magarge & Co., J. F. Daniells & Son, Grant, Warren & Co., Joseph T. Crowell, Richard Kingstand, @. W. Vanderhoven, Curtis & Brother, A. V Butler & Co., Carson Brothers & Co., John H. Hall, Jobn Priestley, J. M. Hollingsworth, May & Rogers, Peter CO. Jones, Tilesten & Hollingsworth, Jessup & Lafilin. The successful bidders were as subjoined : Megargee Brothers, Philadelphia, class 1, 45 Ib. paper, at 11 94-1000. per pound. Miller Hines & Co., Columbus, Ohio, class 2, 56 Ib. paper, at 13ic. per pound. Grant Warren & Co., Boston, Mass., class 3, 48 lb. paper, at 14 48-100c. per pound. Grant Warren & Co., Boston, Mass., class 4, map paper, at 14 48-100c. per pound. Megargee Brothers, Philadelphia, class 5, plate paper, at 15 94-100c. per pound. Megargee Brothers, Philadelphia, class 6, writing paper, at 213c. per pound. 5 @. W. Vanderhooven, New York, class 7, post office paper, at llic. per pound. At the contract price for 1858, there was s faving to the Government of $12,775 60; about six per cent. over the previous contract. The Present contract prices give a saving to the Treasury of $25,689 33; about twelve per cent. over the contract of last year for the same amount of paper, showing in two years a wing to Government of $38,464 93 under the con- tracts awarded by the present superintendent. This great saving, though reflecting vast credit upon Mr. Bowman, is, we apprehend, not the only instance in which he has been able to re- duce Government expenditure in his depart- ment. The samples upon which the contracts were awarded, are, we are told, of a very high grade, superior, as 2 whole, to any paper ever far- nished the Government. Conrrapictep.—In the Unyon, of this morn- ing, we find the following card of C. Wendell, Esq., concerning a charge against Mr. Bu- chanan, with which his name has been con nected. We have never thought it worth while to allude to the charge meant, and to others of a similar character, because we re- garded their falsity apparent. Mr. Wendell says: “My attention has been called toa paragraph ina letter to the New York Times of the 9h instant, in vague and general terms, that the President had caused certain money, justly due to some individual, to be used for electioneering Purposes; with this accusation my own name bas been so generally connected in conversation that I feel constrained, ublicly and emphati- cally, to deny all knowledze or belief of any fact which can warrant it, and to declare that Presi- dent Buchanan never did authorize, advise, or fequest me, directly or indirectly, to use either iny own money or that of any other person for any purpose like that mentioned in the paragraph referred to, or in any manner affecting any pub- lie election.” Repvsrican SenxaroriaL Cavucvs.—Yester- day afternoon, the Republican Senators met in caucus, for the purpose of arranging to fill the vacancies on the lists of Standing Committees. The Democratic members had Previously made such changes as they desired, and handed the list to the Republicans. We understand that the only change suggested by the Republicans will be to place Mr. Wilson on the Committee on the District of Columbia, vice Mr. Chand- ler; and -the latter on the Claims Committee, in place of Mr. Wilson. A Proupr Daeniat.—The Union, of this morning, contains an explicit denial of the charge that Mr. Gulick, late an employee of that establishment, had been discharged for publishing, in the columns of that paper, the speech of Judge Douglas in Chicago. The ar- ticle further states that Mr. G. did not belong to the editorial corps of the establishment, and neither had control nor was responsible for what sppeared in the paper. Mr. Reagan spoke at oan og on the subject, taking ground in favor of Tesolution. He reviewed the testimony, and endeavored to demonstrate that Judge Watrous had made different statements about matters connected with these charges, at different timer, thus stultify himeelf. On one occasion, being accused of endeavoring to conceal his presence in New Orleans, while these cases were in course of trial; he flatly denied, it is alleged, that he attempted any such concealment. At another time he admitted the charge and said it was for the purpose of preventing a family in New Orleaus, between whom and his own family there was an intimacy, knowing he was there, as he had not time to call upon them. Mr. Reagan said that Judge W., instead of inst him, attempted one instance he al- inst him by Mr. Mussina as being that he had come to New Or- leans to endeavor to contempt the judge of the court there, before whom the cases were to be tried. T! r. R. said, Judge W. knew was not the charge, and that he had come to New Or:eans to aid and abet his associates in these claims in carrying on their suit. Various other points of the evidence were alluded to, and Mr. R. was still speaking when our vin aly closed, urging the passage of the resolution. Gxoxextown, Dec. 10 1958 The Hon. Though it was the gentleman’s first effurt of the kind, production, and the manner of its de- livery, proved conclusively that the gentleman was not lacking in depth of thought, or power of language amply sufficient to handle any ordi- nary subject.
