Tus Prstic Sexoors.—The address of the Trustees to the citizens of Washington upon the condition ef the public schools, which was pre- pared by a special committee of the Board, and afterwards unanimously adopted by them, has ween printed in pamphlet form, and ordered to be distributed among the people’ The object of ress is stated to be to awaken, if sible, & spirit of more general co-operation an, ™ thy with the cause of public education, in jer that prompt and effective measures for Present Telief and future advancement may be devised Ir then goes on to discuss the many disadvan- tages under which our system of public instroc- tion bas labored from its edoption to the present time ; and expresses surprise that its organization has been kept up, and so mach done in dispers- ing the blessings of a common educatiou to chil dren, as has been done. After speaking of hitherto entire dependence upon the generosi of the city government for the sn port of its nu- merous wants, and of the fact that the further the schools advance, the greater becomes the ne- eessity for inc «d facilities for its proper ad- ministration, it communicates the somewhat startling annoupcement, ‘that there is not, at Present, either rented from individuals or owned. by the city, a single school-room entirely suited for school purposes.”? That only two or three of the buildings now ocenpied for school Purposes Were originally erected for such purposes, but were intended for almost every others # ibject of civilization—such as markets, charches, ete ; and that many of tLem are in the basements of erurches, damp, badly lighted, and imperfectly ventilated, and. “4 founds of suitable accom edations. To build, the board thinks, is ont of the question ; and the resnit of fall is that scarcely 25 per cent of the children of the city are now accommedated in public school rooms. Continning the same line of argument, the re rt goes on to say that ‘“‘wherever public schools ve een established, it has been found neces- xaty for the suecessful operation of the systems vpen which they are conducted, that everyibing connected with them shou!d be of a pleasing and a'tractive character, from the outward *ppear- ance of the school-house, to the most minute de. tailef the interior arrangements; and it will be found, by an examination of the records of p He education tn other cities of our republic, that the strictest attention is pre to the proper con- Sruction and arrangement of school-bouses.”* The committee Fr Ss atteading educ: active and desir: le circumstances. educating child-en Otuer tabular exhibits are made, howing the dlic xcEools of Phited-ipbia and Baltimore, and the amounts txpended for their instruction, with the cost per annom for each pupil; all of which oto show that the Federal Metropolis 1s far bebind then number ef pupils instructed in the pu ail in everything pertaining to the subject of ed- uration In conclusion, the report regrets the apathy of parenis im regard to the instruction of their off- Spring, and says: -* That the schools are almost entiely neglected by the people, is evident from the fact, th: or guardians visiting the schools in which their cbildren are being educated. Forathis inditfer- ence to a matter of such momentous impoctance, ft ts difficult to account. Arrest oF Picx-Pocxgts. —Upon the arrival of the seven o'clock train of cars last evening from Baltimore, three passengers had their pock- ets picked. Thealarm was given and the Chief of Police, with Lieut McHenry and sever! otti- cers, went in search of the suspected parties Ove of them was arrested by citizens and turned over to the police. Lieut. McHeury approsch- ing a couple who were standing by a street lamp near Boyle’s tavern, discovered that they were examining a pocket book. He seized both, and # desperate struggle ensued—the prisoners fivht- ing hard toescape, and the Li-utenant making every effort to retain them Notwithstanding the ertes of the officer for aid, no one came to bis assistance until Captain Goddard reached him In the meantime, one of the prisoners succeeded in breaking loose, and escaped for the time. A ket book was thrown against a house by the ugitive, and was picked up, but it was empty. The officers took the two arrested to the guard- house for tial, and were about feturoing to find the fugitive. They had not goae far before the walked right up before them ed. Barry Svriivax.—This gentieman been engaged to perform at the Washing Theatre, and the announcement has naturally created a buzz amongst play-goers in conse- quence of the almost extravagant praises he bas received from the press wherever he has ap- peared. The New York Tribune for instance, the theatrical notices of which are rather noted for ability and impartiality, thus speaks of him: Actors, who claim for themrelves a high de- hed of excellence in thetr art, whether the claim based on true merit, or set ap on mere char- latanism, have been accusto: of late years to insist om a certain amount of puffery, as the ReWspapers say, ‘‘invariably in advance’’—to demand that every corner of the town shall be covered with gigantic handbiils announcing to an astonished community the immediate advent of ** John Jones, the a comedian of the age ;?? or, that every dead wail shall rear toa tremendons height, only attainable by the short ladder and the long brush of Bill Sticker, Esq, in all the blazonry of four-foot crimson ana green letters, the tremendous fact that «€ Timothy Tompkins ts coming,” also that Timothy afore- said is the ‘-greateat tragedian of the ageand the only hope of the living drama."? Send peal have at last come to regard with so mucb distrust this sort of humbug, that Probably the most judicious thing Mr. Shorey Sullivan could have done, was precisely what he did do— come among us unheralded, almost unannonnced, relying solely and simply on his deserving ry a-ist to challenge the attention of tne ple. Many 2n ector of ordinary merit, who might have endured a modest commendation to the good graces of the public, and have come through the trial of a first a Trance with fiying colors, bas been wrecked and ruined by a tremendous gale bcd phe tecoae td Invoked by injndicions managers and enthusisatic friends. We know not whether to discreetness or to accident we should attribute the omission of a prefstory hullabulloo in the case of Mr. Barry Sullivan; but if to discreetness, it was most unusual; if to accident, it has been most happy. His graceful and scholarly acting Will produce a doubly- powerful impression on his audiences from the fact that there has been no a to string up their expectations to too high a pitch for watisfying realization. The quackery of big-letter advertising is not so potent as formerly to impose on the American public mediocrity as genius; but that the y recognize true genius when it comes into their presence with only the simple, earnest demand to be weighed in the balance, is abundantly proved by the ap- preciative applause that greeted the efforts of Mr. Sullivan last night, who was weighed and not found wanting in a single particular. He appeared last night for the first time in this comatry; the play selected being * Hamlet,”” of which character he gave a rendering elaborate and scholarly, but at the same time spirited, and a many respects higbly original. Mr. Sullivan nt overact; he has the art to give earnest- ness and vigor to his persenation without rant That he has made the character he enacted last evening, the subject of much and critical study, is apparent from ‘the great number of new read. iags with which he surprises his audience; some ef these renderings are sta:tling, but none are merely whimsical. He is an adinitable elocu- tionist, altheugh he suffered on his first ap- Prerance from a hoarseness, which sadly im- beired the sweetness of his voiew, which is very sympathetic, as well as powerful In all the busiuess of the scene he is intelligent, though be pet. bora differs widely from the stereotyped traditions He is blessed with a graceful (orm, a fine face, and an eye that he controls to every expression. Inall bis acting he is most careful and discriminating, and he )mitates nobody; bis Hamlet is bis own Hamlet, and Shakspeare’s His reading of the celebrated solilo uy in the third ect, Is a model of elaborately critical elocu- tion, and his rendering of the cioset scene with the Queen is the most impressive and beautiful We have ever witnessed. M-. Sullivan has a few, very few mannerism, too sligkt to mar, to any considerable degree the beauty of Lis performance, as a whole, an too insignificant to specify here, where we de- sire to express an honest praise of the truly arti tic performance, and our rejoice at the unequivo- cal success of the finest actor that Engiand bas sent us for many a year. The audience, which was a very large one, in- sisted on calling out Mr. Sullivan each time the curtain went down, greeting him on each reap- pearance with enthusiastic cheers. He returned his thanks in a few words at the ene of the play. To-night he appears as “ Claude Melnotte PoLicr —Before Justice Williams —A day or two since, a colored man named Fletcher was charged with stealing money, but no testimony appearing to substantiate the charge, he was dis- charged.
