The propriety of the movement (says that paper) is urged on the ground of an alleged effort to introduce slavery into the Territory—an early assumption of State independence being repre- sented as the only expedient by which Nebraska can be at once and forever occluded against the ingress of that institution, which it is claimed, under the Dred Scott decision, has at least a Jegal right to enter the Territory and demand the protection of Federal if not local law. From the above it appears that the Brazil squadron andParaguay fleet, all of which will be used should necessity require it in the de- monstration on Paraguay, comprises seventeen vessels, carrying in the aggregate one hundred and fifty thirty-two pounders, and twenty-five nine-inch guns, besides other armament for bombarding forts, &c. The number of men, besides officers, &c., has not been definitely as- certained, but it will probably amount to about 2,900. This request will, of course, be complied with at an early day. Two miles north-northeast of the vessel a red buoy will be placed, to the northward of which vessels are recommended to pass, to avoid shoals. ‘The governments of Great Britain, France, and the Netherlands, have recently issued im- portant regulations for the regulation of lights aud signals on board sea-going vessels. These will enable the steam and sailing vessels to be distinguished from each other, and are to be so arranged as to render collisions very readily avoidable. They are important to be known by American mariners. Iuportant Decision.—The act of Congress of May 19th, 1858, relative to pre-emptiors upon the ‘Half Breed tract” of land in Minne- sota, declares settlements valid upon that tract made prior to the date of said act, which did not conflict with settlements made by Half Breeds, nor with prior scrip locations. The General Land Office has rendered a de- cision upon this point, as follows: That thelaw declaring their validity requires them to be regarded as valid ad initio, and the rights of the settlers to be regarded as of equal grade with those of settlers upon lands subject to pre-emption settlement at the time. That a settler upon a technical ‘ quarter section” is an occupant of the whole of it, and will take the whole, although the improvements may cover but a part. But, a settlement upon a quarter-quarter section, with a view to hold- ing other quarter-quarters, in other quarter sections, must be accompanied by such acts as show that intention and give notice thereof; otherwise, a subsequent location of scrip will hold the subdivisions not touched by improve- ments, or not so marked as to give public notice of the pre-emption claim. Tur New Pian Roap.—We believe that there is now no doubt that the company that recently purchased the turnpike from this city to Baltimore will shortly cause it to be planked from end to end, in a manner suitable for the use of coaches drawn by steam power capable of making the trip in two hours. Moncure Robinson and our own indefatigable and ener- getic fellow citizen, Geo. Mattingly, Esq., are at the head of the undertaking, which is a suf- ficient guarantee that it will ere long be ax fait accompli. In Engiand, of late, steam- drawn coaches are becoming extensively and profitably used upon such roads, and it is de- signed that the mode of construction of this work, and the style of furnishing it with coaches, engines, &c., shall te in all respects after the now most approved English method. The new company will thus inaugurate a new e:a in the modes of traveling in the United States, as the railroad era of America was in- augurated in the same quarter by the Balti- more and Ohio Railroad Company. Tue Iypian War 1x tr Nortawest —The advices from Washington Territory are to the effect that Major Garnett, with his command, has had another brush with the Indians on the Okanagan. Six of them were killed, all of whom had participated in the attack on Rob- ertson’s party, of which an account was re- ceived by the previous mail from the Pacific. The Indians in that part of the country have become alarmed at the summary measures of Major Garnett, and it is believed that most of them have retreated to the British possessions or the Blackfeet country. No confirmation of the reported disaster to Gen. Palmor’s party having been received, Gen. Clark thinks the whole affair an Indian story. He has positive information of the passage through the Indian country of one party via Walla Walla with the loss of but one man, killed in Moses’ Camp. near Priest’s Rapids. This is doubtless Mc- Laughlin’s train. Soran Ecuirsa in Perv.—The Panama Herald says: “We are gratified to inform our readers that when the Pacific Steam Navigation Company’s steamer New Granada passed passed the 16th ult, Lieut James M. Gillis, U N., member of the Smithsonian Institution, was there, having satisfactorily completed his obse:- vations of the total eclipse of the sun on the 7th ult. In order to obtain an advantageous Position he proceeded toa point elevated 1,000 feet from the level of the sea, and about 200 miles d stant from the abovenamed port. The public will be favored with a repo t of the result. It was the intention of Lieut Gills to proceed by the firs steamer south to Lima, where he will remain a short time, and perhaps continue his voyage to Chile. ‘Although Astronomers were expected to ar- rive from Frauce and Engiand, it seems that no other was ipatios on this interesting occasion, except Mr. Maester, a German Astronomer from Santiago, sent to join Lieut. Gillis, by the Gov- ernment of Chile.” Navar.—The Panama Hera/d says that the U.S. frigate Merrimac had sailed from Callao for the Sandwich Islands, and from thence to Coast of Mexico. The sloop-of-war Decatur was at Calloa on the 13th inst. The sloop-of-war St. Mary's had sailed from San Francisco to Panama. The frigate Roanoke touched into Aspinwall on the 20th inst., and sailed immediately for San Juan del Norte.
