ALL Persons desiring to have their cards in- serted or continued in the daily Alphabetical Business Directory in the Daily Star, who have not already seen the agent, should do so imme- diately at the Star office Wasnixeton MonumMENnT Association—Ad- journed Meeting.—An adjourned meeting of the Board of Directors of the Wasbingten Monu- ment Association, was held at the Mayor's office, City Hall, last night, the object of which was to receive a report from a committee, consisting of Messrs. Ennis, Moore ana Fitzpatrick, of the present board, which bad been appointed at a Previous meeting to consider upon a communi- cation from certain members of the previous board of directors, as to their claims as managers of the association. Present—Messrs. Blake, Fitzpatrick, Jones, Kirk, Ennis, Reese, Champion and Moore. On motion of Mr. Reese, Dr. Blake was called to the chair, and the business of the meeting was stated Mr. Eanis, chairman of the committee, made a report in answer to the communication which had beau placed before them, in which they set forth a state of factsto show that the claims ofthe old board are not better founded than their own; and argue to refute the implication in the paj er submitted in the old board that they have usurped their present positions, in the following manner: “ris board may justly take exception to so much of that paper as implies that we have usurped positions which were not vacant at the time of our selection as managers—an assump- tion resting merely upon technical grounds, which migtt be successfully retorted upon the entlemen themselves, who, however faithfully f other respects they have administered the trust originally contided to them, have in no case con- formed to that particular provision of the const!- tution, upon which they base their present claim. enjoini: an election of officers, in every third rar, at the anniversary meeting on the 2d of ebruary. At no such meeting since 1935 has an election ever taken place. In the year 1433 there was noelection. Again, in IS4l there was no election, but it was beld on the 24th of March ensuing. In 1544 there was no election, but it was beid fourteen months afterward (on the 26th of April, 1845,) and the journal states that the Officers then elected were to serve from the 22d of February, 1845. In 1547, another regular tri- ennial period, it again happened that there was no election. In 1549 an election was held, which ought to have taken place in 1850. In 1850 and 1853, two other triennial «periods, no elections were beld, nor is there any record even of the holding of the annual meetings appointed for these years. And in 1565 the ‘surprise elec- tion’ took place by which the let: American Board obtained control of the affairs of the So- ciety. It will thus be perceived that the only round upon which the ‘old board’ can claim egitimacy is by reason of the election of 1835.:° owever well founded the claim of the“ old board”? might have been in 1855, it did not follow that it was equally substantial in 185s. During the intervening time, circumstances had very materially modified ghat claim. After publicly and eloquently —- against the usurpation of the board then irregularly chosen, they had apparently abandoned their trust, leaving the irregularly-chosen board in possession of the * books and property of the society; and at the en- suing regular period for au election in 1856, they dad not appeared to have made any effort to claim tbetr authority; and so also, on the 22d February, 2858, at the time when the usurping board had actually abdicated, the gentlemen of the ‘‘old board” had, by their absence from the meeting, seemed to evince a like indigerence to the con- cerns of the society, and had takea no pains to attord its members any indication of a willing- ness to resume their former positions as mana- gers of its affairs. The report then goes on describe the condition of the Monument, and of the affairs of the Society during the time the American Board of Di- rectors bad possession of it—saying that during that time the work on the Monument had been almost entirely suspended, and no efforts had been made by them in its behalf. Under their desolating management but four feet had been added to its height, and this noble work, which bad attracted so much active sympathy from ajl classes of people, had been abandoned to blight, decay and ruin. The expensive engine, and the apparatus for raising stone to the top of the ument was now deeply encrusted with rust; and the building in which it was placed was open on ail sides to the influence of rain and the dense fogs incident to the localit jut, says the repoit, with the discharge of the duty of vindicating those who sbared in the re- sponsibility of the acts of this board, their disa- greement with the old board must cease. This board had accepted of the trust under the belief that such a course was justitied by the constitu- tion, and demanded by imperious necessity In view of che condition to which the affairs of the society had fallen under the management of the board who bad just abandoned its usurped au- thority. This board had accepted the trust at an inauspicious moment, when they could ex- pect to accomplish but litte more than initiate measures for the better security of the property. ‘This they bad accomplished to the extent of their timited means, aod some progress had been made towards making necessary repairs, and bed placed a faithful watchman in charge. The report winds up by tendering to the old board the right which they claim to resume the management of the socicty. On motion, the report was unanimously adopt- ed. Mr. Ennis then moved the following resolu- tien, which was unanimously adopted - Resolved, That a committee of thiee be and they are hereby authorized and requested to ten- der and surrender to the “old board” the papers, books, property, &c., now in the possession of this Board, and upon their acceptance of the same that this board shal! cousider itself dis- solved. The Chair appointed as the committee under the resolution, Mayor J. G. Beet, Dr. Wm Jones and W. W. Moore, F: And, on motion, the Board adjourned Tae Water Bitz, reported by Alderman Brown, from the committee on drainage, on last Monday night, provides, in its first section that ufon application by the owners of more than one half of the real estate fronting on any street or avenue, (not less, however, than one square in length,) the Mayor stall cause water inalns to be securely laid in the centre of such street or avenue, thirty inches Lelow the e: Li with stop valves, outlet branche required. Owners or occupa such streets or avenues may then, after obtaining permission from the Mayor or Commissioner of ublic Boildings, make the necessary excava- tion#, and be supplied with Potomac water free of any charge except such as is provided in the fourth section of the act The second sectiod provides that the contract for laying the pipes shall be awarded to the low- est bidder on or about the first of April, 1559. The third provides that the supply mains sball be eight inches, and the lateral mains four inches ia diameter ‘The fourth, that as soon as the pipes are laid, ir expense shall be assessed on real estate slong the street through which the pipes pass, at @ rate of Mfty cents per front foot ‘The sixth provides punishment for injuring Water pipes, hydrants, ete ‘The seventh declares the time when the act shail go into effect. Raticiots Mggtines —The protracted meet- ings in the various Methodist Churches continue with unabated interest. Indeed, in some of them the interest appears to increase. In some of the eburches the meetings have been in progress over a month, and the result has been a consid- erable increase of membership. Tuesday night the uafavorable weather had the effect to prevent tae attendauce of large congreyatioux, but the meetings were very Teterestiog Last evening the meeting at Wesley Chapel was well attended and the services at the altar, where several peni- tents bad presented themselves, were very inter- esdag. At the Methodist Protestant Church, af- ter an able discourse by the Rev. P Light Wil- soa, 8 number of penitents presented themselves atthe aitar, The services were continued with much spirit until after ten o'clock During the continuance of those meetings services are beld iu this church at Ila. im. and 7 P. m. Tus Waerean Hose.—MMr. Editor - [no iced iu the proceedings of the Board of Aldermen, as published in your paper last evening, that the Westers Hose ene is reported to have asked an appropriation of $4,800 forthe purchase ethose This is ae error, which you will greatly oblige the company by correcting. Their com- munication simply asked an appropriation suf- licient for the purchase of hose for the use of the company, which will be about six, or not ex- ceeding seven hundred dollars. The amount $4,500 is what the company have expended in erecting buildings and apparatus, while lots have been purchased, buildings erected, and ap- paratus purchased for most of the existing com- pauies. We, theretore, thought we were en- titled to the amount of six or seven hundred dollars asked. Wa. Riccias, Pres Western Hose Co. Washington, October 13, 1858.
