It amounts to this: be- cause the City Council has confidence in the Mayor, it is not incambent upon it to legislate for the interests of the community. If that is Ks theory. let it adjourn, thea, and throw all the resvonsibility on the Mayor, saving the @'ty, in the meantime, the expense of supporting it. This is, hewever, the first time we ever heard the dovtrine that a legislative body may omit t> periorm its functious, because it has confi- dence in the executive braneh of the govern- ment; and we contend that such a proposition is not onty based on false, but ridisulously ab- sird principles. The City Council is a legislative body, cre~ ated by the charter atid elected by the people, to perlorm sqrtajn functions, and they falsity eaven- of the he gar- their oaths of office by the omission of any duty because of the confidence they may choose to re- pose in the municipal executive. But, further than this, the law is a permanency, while the chief executive officer of the city changes bian- nially. It requires few comments from our pen to illustrate the tendency toward disunion of such conduct on the part of. persons ambi- tious of being the leaders of a great party. Such practical illustrations of the end and aim of the Republican party organization are far more forcible in their influence on the minds of right-thinking persons, than the counter statements of Republican party members of Congress, who, in their respective speeches, protest that their party does not aim to inter- fere with slavery in the States as recognised and guarantied in the Constitution of the Uni- ted States : “The underground railroad is doing a large business. They were formerly held as real estate, and conveyed af- ter forms and methods prescribed for real es- tate; but this act converts them into personal chattels, and makes them subject in convey- ance, assignment, &c., to the laws governing personal property. In the event of the death of the claimant, prior to the issuing of the warrant, this act also provides that the title to the warrant shall then vest in the widow, if one is left; and, if not, then it shall descend as other personal chattels to the other heirs or legatees. Gop 1 Wasnixeton Territory.—It is stated that Gov. Stevens, of Washington Ter- ritory, who is admitted to be thoroughly ac- quainted with the country in that region, and to be likewise a gentleman of comprehensive scientific attainments, credits the reports of the existence of a gold region on Frazier river, between latitudes 49 deg. and 53 deg. north. He also states that the field extends into our possessions, and presumes, from well estab- lished data, that gold may be found all along the Pacific slope within our limits. Tue New Navau VesseLs.—The Secr ary of the Navy has not decided whether to build the new vessels for the Navy, ordered by a re- cent act of Congress, at the Government Navy Yards, under Government officers, or by pri- vate contract.
