LOCAL INTELLIGENCE. Caimi¥at Court. —The Court met this morn- ing, and the clerk reat the following report from the grand jury : Pe! The grand being about to close their la- bors, ‘after a Bh te of nearly two months? ‘dura. tion, with very slight intermission, deem it their Guty to make the Following stern and pe is the honorable Court. ‘adipose Og t suggestions submitted, welfore, the Court are ne id to the publ} will f and dinpa of them in sncb a manner as to subserve the end« of pce justice and public morals, which it is not the desire than the duty of the grand jury to promote by their official recommendatio: a. ‘The grand having very lately visited the county jail ~ te elwoden condition and became convinced of its insecurity and manifest deficiencies in all the requisites of a y ious, and wholesome bave no hesitation ie Presenting it to the honorable court as « building im almost every respect unfit Sor the common jail ofa is city, when at this time, as the criminal docket attests crime bas fearfully increased, and when it seems abso- lutely mecexsary that a mach beg oe larger and constructed jail should with erected, which w: be a ‘terror to evil doeis’’ of every description, and 0 constructed as to admit of a judicious classifi-ation of prisoners— @ total séparation of the juvenile penitent from the hardened criminal, who, for the want of cor- Tectional employment, will spend his idle hours in scoffing at the younger inmates of the prison, and in atten them adepts in villainy of every kind The grand jury, under these impressions, ear- nestly that a new jail is absolutely neces- sary; and they respectfully invoke the aid of Congress to supply this ious de-ideratum It is, howeve ages to the warden of the jail and bis assistants to state, that the Share jury, in their late official visit, siw nothing to impress them with even the suspicion that fhe prisoners were not humanely treated and properly attend d. ‘The recent escapes of prisoners were perhaps un- avoidable, from the weakness and insecurity of the building. The grand jury found the prison in as clean and cone table a condition as, under the circumstances above referred to, could be reasonably ex It Is also a matter of serious regret to the grand jury that a suitable ball or additional buildin; has not been provided for the use of the Criminal Court, without subjecting the judye, the grand jary, and the officers of that court to the incon- venience and bumiliation of accepting accommo- dation when the two conrts are in session, as at —) by the temporary occupation of the cham- re ofthe CityCouncils The grand jury would also express their regret, that ow! of a safe and suitable apartme! considerable age of the court — are “pt at oe oe at ais te leading to the clerk’s an ey * » im the cat wing of the City alk it must be obvious, and experience shows, that the rétords as now exposed are liable to be muti- Jated, |) destroyed or stolen, by mischiev- ous and Interested persons. The grand jury al-o respectfully represeut that they have not: with ES course of their official examinations, F. in several instances —— a omnes have ruak from the proper and energetic discharge of their daty, by not making arrents ot offendcts ebarged with heinous crimes, either from the expectation of obtaining rewards, or because, under a late law of Congress, they, as weil ax the county magist:ates, are not allowed any compen- sation for arrests made, or any other service ren- dered, in cases of riot, assault with intent to kill, forgery, counterfeiting, &c. Now, althongh the grand jury have not failed to make present- ments in some caxex for constabulary and magis- terial delinquencies, believing it is the officer's duty under the existing law to act without fee or to the want reward in the cases above referred to, it rs to the —< 9 neither unjust, impolitic nor ua reasonal the law of Congress should be 0 modified as to allow compensution, in some or form, to the magistrate as well as the con- . who spends his time, bis money, bis health and orp aa ang ~s on of ree fa the arrest Persons charged with rioting, fo 2 and assault with intent to ‘kili—offences, wend are certainly not of a trivial character, which subject the convicted parties to punishment in the itentiary. The Grand Jury cannot conclude this report recommendation without tendering to the to the honorable Court and the Acting District Attorney acknowledgements for their valuable advice, afforded, when requested, through the foremaa Respectfully submitted, by order of the Grand Jury Ww. Gusxton, Foreman. February 5, 1868. The Court ordered that twocopies of the above report be made, and that one copy be laid before the appropriate committee of each house of Con- gress by the District Attorney. The Court then took up the case of Benjamin Robinson. free negro, charged with killing one ‘Thomas Turner. The case was pending when this report closed. Ixctpents oF TuE Fink at Lioyp’s Horet.— Circumstances have been ascertained to prove ‘that the fire which destroyed this hotel on the suerning of Monday, lst February, was the work of ae incendiary. It would be imprudent, at present, to make public our reasons for the asser- dion. Mr. Lloyd, the proprietor, indefatigable, 4bough unfortunate, has the facts; we need not Marther refer to them. An overruling Providence ordered the salvgticn of the inmates of this hotel A gentleman and lady from Georgetown arrived at the Depot one hour in advance of the opening for the early Baltimore train. The gentleman, seeing a great light in the transom of the bar- room door, aud spreading into the ladies’ parlor above it, gave the alarm . A iew minutes afterwards hage volumes of smoke filled the whole building —every moment decoming more and more suffeca . Each in- mate of the house was forced to pick bastil up such articles of deess as they had laid aside on retiring and run for their tives in their night rene. Their escape was made by a back stairway Hardly two minutes elapsed ere the front bulf was in flames, and the floor fell through. In fif- teen minutes the house wax a heap of ruins. This gentleman was to have started home on the very day of the tire. He es- caped, however, like the rest, with only part of his dress, to the National Hotel, being compelled now to remain in this city to rewrite his argu- ment for immediate use’ We hope, under circumstances, that be may be u to rede his lectures, that the citizens of Wasbington, spany guests, and the Free Masons, of waich, we learn be is a menmsber—may have the opportualty of attending them, and thus repair, in part, bis severe lows We cannot but commend to the kind cousider- ation of tle plitantnrepic ladies now in this city the position uf Mrs Chaneey, an elderiy Indy, now seeking 4 home as governess in a private family Last, but not least, the situation of the good pe aay needs only to be made known to Thsure for im the attention of bis countrymen and the zeal- ous aid of the faithful Tae Union says that Mr. Phillip Otterback, the wealthy butcher who died on Thursday, came to this city im 1510, and commenced busi- ness by purchasing a hog, which he killed and earrted to market on a wheelbarrow.
