EVENING STAR. LOCAL INTELLIGENCE. A Macurve To Crean THR CanaL.—Every body must acknowledge the neceasity of keeping deep sand cleaning the Canal, this “important inlet for ‘wood, coal and other matters of consumption by our citizens, and outlet of the sewers and other ac- cumulations of the town. Should there not be ob- tamed a suitable machine for the work, it will.cease to be an outlet, become a receiver of filths, finally fill up and be worse than worthless as it will be- come a mammoth nuisance. It is almost that now for want of proper dredging. The Committee of the Councils who visited New York have reported against all the machines there used, as uusuitable for the work needed here, and after visiti g our neighboring city, Alexandna, come to the conciu sion that the mach:ne used there is best adapted to cleaning our Canal. They say, after condemning all the New York dredgers:_ ~~ “Your committee was at Alexandtia, and exam- Aned the machive known as Osgood’s, aud find that at Is so constructed that it can be ustd at any lide ‘The scow is placed on the side of the Machine, aud partly in advance. This machine can cut its oun Wuy at any ude; when the tide is high it can be useu 20 cut a channel for the scow to float ia when the tide is low, and by this means can be used at apy tide, which is a matter of i tance It will keep Aue men employed at work all day, whilst by the Others they could only be employea part of the day; (we mean inthe canal.) This machine will cost a small per diem more than the others to work it, be- ‘Cause of the neeessity of having-a practical enginee: employed, to whom you would have to give more pay than to the man who is only prepared to stari ~aad stop an engine. “Your commuttee would alzo state that it has an- other advantage over any other we have examined. A machine of this kind, suitable for our canal, cau ‘de used for cleaning the channel of the river. “Your committee would, therefore, recommend ‘this (Osgood’s) machine as the best adapted to the ‘wants of this Corporation.” The engineer who accompanied them, Mr. 8. S Briggs, partially agrees with the committee, but stil! thinks the Alexanuria dredger not quite the thing Reeded. He says: to speak of Osgood’s machine “T come now which comes nearer to meeting the wants in the case than any other I have examined ; but to this, also, there are some objections. ‘This machine + capable of digging its own track at any tide; but in consequence of the scow for the reception of the inud baving to be placed along and in advance oi the machine, it will be rendered necessary to dig al high ude a pace for the scow to float in while the machine lt operating at bap nies 80 that, to se- care @ continuous operation of the machine, a chan- nel sufficiently wide for the machine and the mud scow must be dug regularly along, as nothing nar- rower than that can be dug without stoppage on account of tides. The capacity of this machine fo. work is said to be about four hundred yards per day. As to the price of the machine, I have not been in- formed, but understand that it will be commun cated to the committee at an early day. ., ‘* From the peculiar construction of this Machine. it is rendered necessary to procure the services of men to work it who are particularly acquaintec With its mode of operation; and 2uch Iaen com- mauding higher wages than thee given in other In a postscript be tells. the commitiee that— “A machine can b. > alk die her way through t" v@ constructed which will diz at€ entire leng h of the canal, work- ing at ail tides , without the Tees of time for shiftin ne -ctivering her diggings in scows immedi ately in "ser rear and following in her track. If such at stineis worthy of consideration it will be looked T "That last line is significant. The Councils should “ake heed by it, and, in looking after the machine, mot cease their labors ull they find it. There cer. tainly must be mechanical genius enough in Wash iugtoa to construct an appropriate dredger for the canal, and, if not, they can invite talent in the line from other cities. One thing :3 ¢ertain, that the Canal must be cleaned better than itis. So the City Fathers chotild promptly see to it. ; Parp Ur.—Our fellow-cuizens erally will be extremely gratified to learn that thése who were on the bond given by the late Colonel Romford, as ad- ministrator on the estate of Koseffisko, have becu repaid out of Col. B.’s estate, the amount they were a few years compelled, by a decision of the Su- one Court of the United States to make good to osciusko'’ heirs—some $40,000. Although the sen ‘ent ef this community very strongly endorsed the judgment of the law which restored to Kosctusko’s irs the bounty of the Government of the United States, great sympathy was certainly felt by ail for those out of whose pockets the resioration was originally made, not one of them having been prorit- ed by handling the proceeds of K.’s estate in this country to the amount of six-pene¢. We hear that vhey have to thank the prudent management of J. B.H. Smith, Esq.,who bas realized Qut of property ivtt by Col. Bomford sufficient to repay them, each the 313,000 they were called on to pay by ihe judgment above referred to. Finrny -‘Sewers.—Nearly every sewer on Penn- wylvania avenue—all, we think, except Kirkwood’s— emits an effiuvia not at all agreeable to paswers-Ly. * Especially is it so on the north side of the street, and ‘80 bad is it (bat people have to hurry by to avoid tie sickening =mell; and if they stop w talk, a warning soon comes from below, making them move to the windward in quick time. That these useful recep- tacles should sme‘! so at tis season is unaccount. able. Mechanics say it is owing to their imperfect construction, others think it is from neglect or crim- amal action on the part of neighbors, who are sus Prete of casting filth in them beyond legal bounds. hacever may be the cause, one thing is certaiu, that the nuisance should be abated by the Commis sioners, avd not any longer be allowed to “stink in our nostrils.” Drunken Scounprers.—Yesterday afternoon, two rowdy blackguards from Alexandria, Va., un dertook to race their horse and buggy over the Long Bridge, and succeeded in shoutingjand beating their animal 80 as to make him run away, rushing at full speed up to the open draw on the Virginia side, and smashing into a sulkey, which the driver could not get completely out of the reach of their turiou-ly rushing vehicle, owing to the narrowness of the driving-way wear the draw. The person whose ye hicle was injured by them is very desirous to learn their names, so as to teach them a leseon they should be tanght. They drove a black animal, in a dark buggy. Any one who knows them will confer a f- vor by leaving information at ue Star office by which they can be identified, for prosecution. Circerr Count—Ocioter Term —This tribunal has been ip session since Monday, but so far has transacted but little business of public importance. ‘The appeal of the proprietor of the Empire Hotel from a justice’s decision, Was not sustained. 1 re- Jated to a fing for a violation of the city ordinancis. tn which the imposition of the penalty was «f a doubtful character. The justices decision being confirmed by the highest tribunal in the city, it now becomes the fixed law. The honorable judges Mur sell and Dunlop preside. We give it as a piece oi additional news that “the docket for the present term is a very heavy one.”? A Hienriier.—Yesterday atternoon our Avenue exhibited a species of equestrianism rarely wit nessed. A person from the country, having a very spirited horse, and desitous of showing his qualities, rode him, ata too rapid gait, from the Kirkwood House along the pavement to Niosh street, where he was stopped by our humane officers and taken to Grubb’s livery to be taken care of. After remaining there a short time, its owner, desirous of getting home, inquired the cost and being told $3, paid the money, sa; ing he thought stabling exceedingly high a Washingion city. Nomperine Nearty Done.—Capt. Ten Eyck and his assistants will have completed the contract for numbering the city in about a week, all hands hay- ing Worked most assiduously in the work. Their fancy plated numbers are really beautiful, and the plamer ones neat; while they have pr upon variens stores on tite Avenue, a class of painted figures which are quite elegant. As Georgetown is in want of beimg numbered, her do well to avail of the services of will be on hand forthe duty whenever called, we 8u; . A complete directory for the two cities will be the result of this wise undertaking of the ity Council. ‘Tas Circus —Spaulding & Rodgers Double Cir cus drew an immense crowd last night. Their per- formances are superior—far superior—to anything of the sort ever before seen in Washington. The audience, crowding every part of the large tent un- der which they exhibit, testified their approbation of the remarkable skill displayed by al! appearing in the mng- Their riding, balancing, gymnestes, trained animals &e., cannot be surpassed. We advise all who enjoy such amusements not to tose the treat whieh an hour or two passed under ‘heir canvas affords. On the whole, nothing in the cireus line saperior to their entertainment was ever exhibited in this counuy. Ric Dauiias.—The rich and beautiful’ dablias at the Capitol grounds are attracting much attention, notwithstanding the cool weather. Seme of them are really magnificent, and, we are told by the obliging Mr. Happt, assistant to the public gardener, that large numbers of ladies and gentlemen visit the grove daily to look at them. They are well worth seeing. thorities might Japt. T., who Centke Market.—There was a very fair eupply of all kinds of produce displayed in our market thi morning, and prices bave a downward tendeacy, wspeciully in vegetabies. Beef, mution and gork re main stationary, and the trade ttgrem was some what dull. The doh market was well furnished aud wales cheap. - % ‘Tae Mrutiky CeteeRition To-pay.—Sevanity- three years ago, this day, the war of the Revotutron was brought to a close by a glorious triumph over the British invaders of our soil, at York Franee, the one led by our own Washington, tue other by the generous Lafayette, and all under the command of the former. “It was the moat important battle in the annals of our history. The vi was won on the 17th of October, 1781, when Lord Corn- wallis, being conquered, sent a flag of truce, and by the 19th, the terms of surre: were We should not omit 10 meiition that tue Count De* bad command of the naval forees of France, and thus has linked his name with the memories of the oceasion. The anniversary of that great event is this day being celebrated by our citizen soldiery in a patriotic and grateful manner. The various comeanies have met and formed on the large space in front of the City Hall and near by their principal armory, Mili- tary Hall. From thence they marched through our streets in beautiful order, the wide Avenue afford- ing.a field for the finest display. The regiment was commanded by Colonel Hiekey, who was accompanied by his staff,-com- posed of Lieut. Col. Riley, Majors Keyworth and Bacon, the latter acting as Adjutant, Surgeon Mor- gan, and Quartermaster McCullom. The regiment marched in the following order: Three well dres-ed and equi Pioncers led the way. Then came the ¥ ion Light Infantry, Capt. Carrington 5 National Greys, Lieut. sutton Sree Mont- gomery Guards, Lieut. Feeny commanding ; ‘ational Guards, Capt. Tait ; Scott Guards, (a juvenile corps) Capt. Jamison ; German Yagers, Capt. Schwarzman; Boone Rifles, Capt. Bright, and the American Rifle- men, Capt. Smith. The latter made their first par- ade, turning out. thirty-four men, and luoked re- markably well. Their uniform is blue frock coats, blue-pants, striped with, gold, and black ca) jy SUr- mounted by beautifully Waving “white and blue” teathera. They would have been out in larger num- ccs they have obtained all the afore or- ered. The regiment passed the Star Building at 114 o’clock. At 120’clock, the Mount Vernon Guards, from Alexandria, commanded by ‘Lieut W H. Smith, appeered on the Avenue, and proceeded to join the regiment, which had marched to the Presi- dent’s House. A delegation of three members of the Union In- fantry (juvenile) accompanied the Scott Guards, that corps not being able to obtain their muskets ordered from New York. The President’s Mounted Guard, did not congre- gate until 12 o’clock at their armory, which pre- vented them marching with the regiment from the City Hall. They afterwards joined them at the White Heuse, and added greatly, by their elegant uniform and soldierly appearance to the gay and beautiful pageantry. After dismissal they will repair to the house of Lieut. Flins, where a splendid repast awaits them. Tue Tavern-keerers Mertixo.—The Wash- ington correspondent of the Baltimore Clipper makes the following ill natured, and we may say ignorant remarks, as he could not have known what was done in a “strictly private” meeting : “The keepers of taverns and restaurants held a meeting last night, in the Saloon of Odd Fellows’ Hall. Atseven o’clock there were twenty-one of such persons present, only five of whoin were Americans by birth; and one of these left in disgust saying he would not associate with such a hard party. But ata late hour, the assemblage comprised thirty or forty men engaged in the retail liquor business. Four men who could not produce their flicen-e papers, as their credentials, were excluded from the nall; nor weve grocers who sell in quantities not less than a pint, adinitted. It Was exclusively a meeting of keepers of taverns and refectories. The p o- ceedings were strictly private, and therefsre we cannot give the result of the deliberations. Proba- bly, we guess, a fund will be raised to test the sound- ness of the act to suppress tippling shops, and to de- fray expenses of suit; for we can scarcely believe that there will be a combined attempt to openly re- sist the law, although grog, in many cases, may be sold on the principie of “striped pig,” or by some other mean device.”” Gur infomation is that no proposition was made with a view to any Violation of the laws, but action Was taken to petition the Councils to give them six months time to close their busines—a_inost reasou- able request and one which ought to be granted. Fiac Presentation.—The Scott Guards, at 10 o’clock this mo.ning, marched from their armory to the residence of Mrs. Pendleton. On reachingthere they presented arms, after which they were invited by the amiabl - hostess inside, and being formed into line, Mrs. Pendleton came forward with a magnifi cent flag, whi he presented to the Captain in a speech full of patriotism. The Captain (B. A. Jan i- 20n) having received it from her hands, responded in feeling and soldier-like sentiments. Before leav ing, the company gave another salute to the liberal donor, and then marched to join the Regiment form- ing at the City Hall. Tuer Wantep.—A boarder in one of our hotcis was robbed recently of two shoes, the rogue fool- ishly taking the odd ones of two pairs, thus obtain- ing nothing of use to himself, and leaving nothing of use to the owner. He is, therefore, requested 10 come and steal the other two odd shoes, and he wil! then have two pair of shoes, all right. In the event that one pair will answer his purpose, perhaps he might condescend to give and e in the matter, an be satisfied in making the necessary correction of his bungling mistake. The gentleman robbed is willing to give the thief one pair, so he is respeet- fully requested to come forward and receive his dues. Tue Recuasites.—The annual visitations of Co- lumbia District ‘Tent to the primary tents under its Jurisdiction will take place, we learn, as follows: Virginia Tent, Friday, October 20; Mount Vernon, Thursday, October 26 ; Eagle, Tuesday, November 7; George Washington, Monday, November 13; Arling- ton, Friday, November 17; Heber, Thursday, No- vember 23. Sons of Rechab: Eagle Tent urs- day, November 30; George Washington, Wednes- day, December 6. Tua Rvvemes’s Batt To-xicur.—tIn the enthu- siasm of tie day our military readers should net for get the ball of the American Riflemen, at Carusi’s Saloon, to night. Itwill be an appropriate clos of the celebration, in the old style of the days of Washington, when all parades were wound up with a ball. We look fora bright military display, and bright eyes will doubtless cheer them on in the merry dance. ET S2-Jox SHILLINGTON receives all the new Books and News- Papers as fast as published.
