Section 1. The Central Executive Committee ofthe Party shall divide the country into districts. The Central Executive Committee of the Party shall be elected by the Party convention and shall consist of 19 members elected \by the convention a representative of the Young Workers League and a neutral chairman with decisive vote. The convention shall also elect six candidates who shall have a right to participate in the full sessions.of the C. E. C. with & voice but no vote. In case of vacancies the candidates shall become members of the C. BE. C. ; Section 2.
