THE DAILY ALASKA EMPIRE, THURSDAY, JAN. 20, 1938. HENRY RODEN FLAYS DOUBLE HOUSE SYSTEM Judge Wickersham Takes Opposite Views on Legislature Before a large audience that jammed Union Hall last night at the mass meeting of the Juneau La- bor Party, Senator Henry Roden took the speaker's stand in a blis- tering condemnation of the bicam- eral legislature and offered the proposition of a unicameral legisla- t ture as cure “The single house, composed of 24 or less members, would be more responsive to the public,” Roden said. “Furtier,” he continued, “it will eliminate ‘buck passing’ between two houses. The House passes a bill, perhaps unanimously, but the Representatives will turn around and beg the Senators in private to defeat that legislation which the House has just passed! “Why is that done? Simply be- cause a House full of Representa- tives have their respective ears to the ground for the next election. and don't believe that this sore of thing doesn't go on. It does, and plenty of it, too!” On the Spot “In the unicameral Legislature, Roden continued, “each member knows his vote will count, He is on the spot and must vote with the view in mind that what he votes for or against will show up in the final analysis and cannot be covered by alibi that his actions had been over- ruled by the Senate “It stands now, with the bicameral system, that a single Senator in the " of 24 men, with 16 votes could in favor of a single House Legisla-" | ture memorial, but a vote of six to two in the Senate defeated 'l\l measure | Delegate Dimond inteodiited | House Bill to provide for a n~1<| endum in Alaska as to whether or | not the Territory desires a one- J house legislature “Delegate Dimond,” W)(k(-hh.mh said, “knows that a unicameral leg- [nduslnal Survey Taken by islature of 24 members, as pln-i Chamber B il posed, will cost exactly as much as, amber Reveals Large and no more than two houses, onej Number Are Employed of 16 members and the other of 8., Vs o > avi | | He knows theré will be No Saving| ager o survey of school popula-| Score and a Half Troopers mepHIs, Tenn, Jan. ) Israel, fasting “to prove immortal- Dean was apparently growing much Meet Last Night in ity « fact,” was today ordered by weaker.
