The Cipher Dispatches Com- manding Universal Attention. Secretary Sherman Puzeled Exceedingly at the Revelation, He Hardly Expected to See o Levi- athan Caught in a " Mush- rat” Trap. The Democratic Managers Greatly Dismayed at the Turn in Affalrs. South Oarolina in a State of Insurrection Against the Law. The Political Hell in That State Organized to Order from a Distance. The True Inwardness of the Water- proof Affair Visible Even Through Democratic Reports. HEADQUARTERS, COMMENTS EVORED NT THR BXVLANATION OF TILDEN, Bperinl Dispatch to The Tridune. g Wasmxatos, D. C., Oct. 18.—Tillcn's letter, in which be attempta an explanation of the cipher dispatches, has caused much surorise tere. Even Tilden's versonal friends nud sup- porters admit that it fs not sstisfactory, and does not meet the case, ‘Yo explain the clrcum- stances which scomed to bring the knowledge of the cipher dispatches directly to Tilden by tho asacrtion that Tillen was o great reformer, and consequently could have had no knowledge of them, is 1czarded as a protense too ridiculous for serfous consideration. The Republicans think one Important object has been galned by Tilden's letter, which is the practical admission of the authentlcity and gcnuluencss of the cipher dispatchies themsclves, it is consldered certaln that the Tridune had such evidence of the genulueness af theso dispatches, and of the correctness of the translation, that 1T WOULD HAVE DEEN DANGEROUS AND USR- LESS for Tilden to have attempted to deny that such dispatches existed. In at least Indirectly ad- mitting thelr genulneness, and throwing the re- soonsibility for thiem on others, Tilden bas done what the Democratic monagers here have long expected him todo. They endeavor to make the most of Tilden’s explanation, and will give it the greatest publitity in the campalgn, but they aro not satlsfied withit. The Democrats are so Irrluated with the cipher disclosures that thoy clalm If the craud issue is to be forced upon the country and to bo charged to the Democracy, the lnotter will know how to retort and take care of themselves, amd ythat the Administration need not expeet to bo apared In the eveut of a report from the Potter Committes to tho effcct that the Presidential scat shoulil be declared vacant. There are no Democrats who have the audacity to say tho dlspatches aro not geonine. Pelton, Bmith Weed, and Marble are to be made scapegoats. WATERIROOP. 4 Republican advices from the Tensas Parish troubles in Louisiana eay }hat they have been grossly - exagaerated. . The absurdity of the report that the negroes were “ate temptiug to overawe the whites s apparent when it s known thero are but 800 whito voters In the parlab, while some 4,000 colored Republicau votes arc usually polled. It wasnot necessary to overawe tho white vote. The entire proceeding Is regarded by Republicans here as a part of a scheme to in- titnidate the colored vote, and, If possible, to keep tho Republicans from the polls, TRB RED-SNIRTED LAMPTON, News from Republican sources, arrived to- day, fully contirins tho statement of the Democratic papera as to the condition of affairs in Bumter County, Bouth Cardhna, and the fne auguration of the shotgun policy under Wade Hampton, The Edgefield idea still appears to prevail. There is vo quarter for Revublicans, South . The era of peace and good will that was expected and predicted has not come, and wlil not como unless Iepublicans sbandon thelr rights and submic to the domination of n Democratic winority, The Reoublicans, slthough fn an overwhelming inajorlty, have not dared to make nominations for State ofticers, and they arc NOT AULE TO TOLD A MASS-MEETING In the Btate. The recent attitude of the Admin- istration is ridiculed, and tho letter of tha At- torney-General directing the United Btates Dis- trict-Attorney to see that the Electlon laws are enforeed 1s utterly disregarded, and s the sub- Ject of Jest. That s not the way some men treat men when falsely dc. cused, but it 1s the honorable and falr way. They should have the benefit of it." Being asked- whether the Democratic party could escape responsibility for the acts of its lenders, Sccretary Sherman replied: * The masses should not he held responsible, tinléss they Indorse those leaders. THE THOUBLA WITH THE DRMOURATIC PARTY is, that it has never punished any crime against the elective franchiro where It derived benefit from the crime. The greatest reproach against that party fs, that {t has always encour- aged frand from which (t derived an advan- tage.” Secretary Sherman further sakd, in substance: “If the offcrs of money are established, there can be but one opinionamong honest inen, Such attempts were crimes against tha elective fran- chise,—not greater than the frauds of 1863 or THE REPEATED CRIMES AND PRAUDS intho Southern States, but, affceling as it did the Electoral College, more dangerous in their character. The most {bnocent of these tele- @rums, if true and genulne, is infinitely worse than the letter falacly Imputed to me, or any act fmputed to the Republicans who went Bouth at the request of Gen. Grant. Jf the same rules of lugie, and construction, and {nnitendo, and unfairness were now applied to’ the Deme- ciats, the English language would be exhausted for terms of denunciation.” WATERPROOY, A TOAX.
