Benner, fn command of the rellef-boat at Vicksburg, caused much sorrow here, Gov. 8hepherd and John T. Mitchell, of \vashington, at the head of the Rellef Commis- sion, under whose control the boat was, broke down with griel when the dispatch catnc. The Beeretary of War, in the beginning, had stated that he would not order sny officer to service on that enterprise, but that he would give permis- siou to army oflicers to go who might chivuse to volunteer. Lleuts. Benner aud Hall did volun- teer, and Benner has fallen. Thero scemed to have been some misunderstanding at Vicksburg as to the persons who had the rellef-boat In cnarge, and oue of the civil cinployes turned it over to the Howards, and #o telegraphed here this morning.
