WasHINGTON, D. C., May 25.—Thera was no meeting of the Potter investigators this after- noon. Hiscock, the absent Republican mem- ber, returned. A formal meeting will bo held Monday. There is surprise among Kepublican members at the report that the Sub-Committes to visit Louisians will consist of Morrison, Chairman, McMahon, and Gen. Butler,—two Democerats and Gen. Butler. - This would leave the Republican friends of the Administration without representation on this important Sub- Committec. There {s much fnterest wanifested in an editorial in the New York Sun of to-day, which reached bere to-night. The Sun is known as the newspaper which originated the investiga- tion, which had possession of THE ALLEGED NEW EVIDENCE from the start, and whose agents were, and are, among the princival persons engaged in proear- ing the confessions ol McLin and Dennis, and the other new alleged evidence. This article practically declares that the investization. has? 10 purpose unless it does contemplate attack- ing end shaking the title of Mr. Hayes, and of ultimately unseating him. The prec- edent was in the Thircy-sixth Congress, when charges were made agaiost President Buchanan by John Covode, a Republican from Pennsyl- vania. Buchanan protested against uny attempt to fuvestigate him while he remafoed a co- orainate branch of the Government, and the Democratic minority maintained that no such investigation could be made except as o basls of impeachment, which ought to be alleged in the resolution. Special Agent at Boston, Mr. Hines, Special Agent at Chicago, and Aporaiser-General Meredith, of Baltimore, are here as a Sub-Committee of the Treasury Commission now sitting in New York. This Sub-Committee arrived thig morning for the purpose of consulting the Secretary of the Treesury as to the extent to which he wisnes the investization too. The inducements to bribery are very areat, and the Commission is understood to have im- rtant evidence showing that frauds of this nd are practiced. Secretary Sherman is de- termined to go to the bottom of this busi~ ness, but, even if the Commission was to stop mow, the original charges preferred by Collector William Henrv Smith will have been fully substantisted. The Commission’ denies that the investization'is of 2 sectioual character, 25 has been charged by some of the New York ring. THE COMPLAINTS made by the Chicago importers arc not greater than those by the importers of Philadelphia and- Boston. The Commission is amazed at the statemeats of some of the mombers of the New York importers’ ring, that the investizution i3 the result of jealousy on the part of the West~ ern importers, who have no capital, and who cannot successfully compete with New York. One merchant, a member of the Commission, could have drawn a check to more than cover the entire individual capital of this consignecs’ riog. PRELIMINARY REPORT. Mr. Leiter and his assoclates, before lesving here, will submit s prelimivary report to tho Secretary of the Treasury. AIT. Leiter thinks that the abuses discovered in New York cannot be corrected without new legislation. The Com- mission generally find New Yorkimpotters more willing to testify than had been expected.! Phillips, of Kaneas, has prepared o bill to rezulate the sale of United States bonds, which, it is under- stood, expresses the views of the Banking and Crirrency Committee. The bill prohibits the , sale of United States boads except for refund- ing purposes, and provides for the opening at the Treasury and Sub-Treasury of subscription- books for bonds for refundiug the debt at a Jower interest. The Sccretary of the Treasury is also required, if it is necessary to sell bonds, * sell them by contract to the lowest bidder, after advertiscment. THE ARMY BILL. The House to-day had nearly completed lha Army Appropriation bill in Committee of tho . ‘Whole, when, after 3 protracted debate, it was decided tobe in order to submit as an amend- ment the bill providing for the transfer of the Indisn Bureau to the War Deparyment. Tkis amendment, of conrse, will require a consfder- able debate, and the Army bill may still hold the floor for many days. There was an ani- mated debate over the provision to reduce the salaries of the General of the Army and Lient.- General, but the reductions as fixed by the Committee were sustained. ‘The Republicans insisted that the Democrats, in their efforts for : economy, should first reduce their own.salaries. THE SENATE discussed the bill providiog for a permasent District Government, without finishing it. The numerous Boards which have created scandal n years past were abolished, except the Board of Healtn, and that, it was charged, needed to be abolished most of all. RANDALL'S DEFEAT.
