Loxvox, April 27.—The Economist says the opiniou that peace will be maintained is still widely entertained. RUSSIAN PAPER. Russian exchange has depreciated ahont 4 per cent the past week. Large quantities of Kussian paper money fresh from the press arc being contipually sold on the Berlin exchange below the St. Petersburg quotation. The nutes are mostly sent back to Russt: and invested on the Corn Exchanges. THE TIMES. LoNDON, April 27.—The Times comments on the dispatch from its St. Petersburg correspand- ent, in which it is stated that one issuc out of the preseut complications cousists in un- doing much of Russia’s work, and giving the rtest a European instead of a specifically Russfan character; that auother consists in what is called the principle of equiv- alents, or compensation to the Powers for Rus- sia’>acquisitions, and that the Iatter is onc which Russix desires, while Great Britamn seems resolved to insist upon the former. The article says: ‘It is the partition of TarKey which Rus- sin desires now. It was the partition she de- sired at the time of the Crimean war. Apainst such policy we contended then and are contend- ing now.”” Referring to the Italian proposition that En- gland state herviews, the Times says: “ It would be futile and inconsistent with our positiva to propose any scheme until the main principle of European control has been conceded, without which no schemes could acquire validity or sanction.” VACILLATING. . szvfl, April 27.—The L’olitical Corvespond- ence's correspondent at St. Petersburg, under date April 23, says the negotiations relative to the mutual withdrawal from Constantinople bad then taken an unfavorable turn in conse- quence of Eugland suddenly claiming that the flect should not retire outside the Dardanelles, and thus going back from the principle which she had alrcady accented in the same way 15 ske had withdrawn from the principle of a prelim- inary conference, which she also at one time ac- ceptea. TODLEDEN. Loxpox, April 27.—A Constantinople dis- patch says it is hoped that Gen. Todleben, who succeeds the Grand Duke Nicholas, will be able to arrive at an agreement with the Eopglish in regard to the military details of the mutual withdrawal. In addition it was. stated that all the principal oflicers bad received important secret instructions for certain contingencies. A SAN FRANCISCO STORY. 8aX FRraxcIsco, April 27.—It is reported this evening by parties who claim to be in the plot, that, in anticipation of the breaking out.of hostilities between England and Russia, 2 - movement is afoot to fit out 2 privateer in this port to prey on British com- merce. Letters of marque from the Russian Government are already here In blank, waiting for the declaration of war, to be fillea out. Negotiations are under way for the purchase of one of 2 number of steamers now laid up fn Alameda Creek, on the opposite side of the bay.
