NO GOUGING. PRESIDENT GRANT'S VIEWS. Special Dispatch to The Tribuna. WasurNeroy, D. C., Nov. 11.—The Presfdent arrived here nbout 4 o’clock this afterncon. He had arranged by telegraph to mect eeveral prominent gentlemen, including Senator Ed- munds, of Vermont, and Gen. Gerfleld. He has been busy during the evening inconference with them. The President s very thoughtful about the situation, and has but one determination, and that is that there shall be an honest count. of the vote in Lonisiana, and that, so far as lies in the Chicf Exccative of the naiidn, the per- som who received the greatest number of Electoral votes shall be inaugurated. President Grant is keenly conscious of the responsibilities, and determined to sce it that the laws shall ba * faithfully executed, sud that the Republic sbail receive no detriment. It ismnow consldereda fact established that the election of President will turn upon the results of the election in Louisiana. Advices received here. by the Presi- dent and by persons high in suthority, this evening, conclusively show that the managing members of the Democratic Committee concede that the Republicans have OARRIED BOTH SOUTH CAROLINA AND FLORIDA. The fact that the Democrats are sending no prominent men to Florida of ftself s considered an admissfon that the State is conceded to the Republicans. The President has thought it advisable that 2 number of prominent Republicans of all sec- tious of the country, including some mecmbers of Congress, shall be present in New Orleans dpring the count of the vote. This action has been determined upon in consequence of the, determination of the Democratic Committee to send representative men of that party to; Louistana. The President has requested by telegraph the gentlemen whose names follow tobe in New Orleans on that occasion. Gen. Lozan has declined. Senator Edmunds, of Ver- 1mont, has also declined, on accountof ill-health. William M. Evarts has taken the matter under advisement, but will probably accept. GARPIELD says that he went in the army once because one portion of the people refused to recognize tha legal count of & vote in behalf of a President, and that If cither section refuses now to recog- nize the result of the count for vote for Presi- dent, whatever it may be, he is ready to go into the army again if necessary. He does not be- lieve that the American people will submit to | the interference with any honest connt, or will allow a resort to arms. . THE ABMY OFFICERS Gen. Ruger, who has command of the troops in Florida, is a Democrat, and a very conserva- tive man. Gen. Augar,in command at New Orleans, is also a Conservative. His orders are 8 protect the Returning Board in the discharga of their duties, and to use whatever troops may be necessary for that purpose. The Returning Board in Loulsiana now con- sists of J. Madison Wells, Surveyor of the Port; Thomas Anderson, acandidate forthe Stata Senate; two negroes, Casenave and Kenner, and Mr. Arroyo, resigned. According to the constitutional provisions the first two are de- barred from serving, onc being a United States official, the other a candidate. The Board is elected by the Senate, and has power to fill any vacancy that may occur during the interval. This leaves the selection of three members of the Board to the two colored men. The Board will meet on Nov. 17, which is ten days after the day of election. A PREDICTION. In the minority report of William A. Wheeler, of New York, upon the Louisiana situation in Congress, the following prophetic passage occurs: No party in the United States will like to submit to & result decided by the votes of Electors chosen by such means. Each party will be likely to credit charges of fraud and violence made against its own side. There is, in our judg- meat, the greatest danger that these elemcnts may enter into the next national election to so great an extent that it may leave the real ex. pression ot the will of the people in doubt.
