Pennsylvania, Republican, who. represents a maximum of only 8 per cent and declares that, with the normai tax reduced to two per cent, the entire tax should not be more than 10 per cent. Senator Reed ig an intimate friend and ally of the secretary of the treas- ury, Andrew W. Mellon, and would not have used the figures mentioned if he did not believe them practical. Frequently Mr. Reed: reflects the Mellon viewpoint, but in, this case {t is not believed his utterance fore- casts the treasury’s recommenda- tions on the subjec There is significance in the state- ments mi however, by the two senators who represent the conserya- tive wing in congress, even though one is a Republican and the other a. Democrat. The significance lies in the fact that this time the fight for q surtax minimum will take into account congressional compromises. Mr. Mellon orginally: placed the fig- per cent+because, while he believed a 15 per cent maximum was feasible, he did not feel as safe about it/then as he did the higher figure. Congress did. not give him 25 per cent but stopped at the half way mark between the Mellon figure and the existing maximum, compromis- ing at 17% per cent. ‘Taking into consideration, there- fore, the necessity of meeting the various viewpoints in congress, the agitation for a 15 per cent tax and even a lower rate than that is cal- culated to have an effect upon the radicals who would never swallow the recommendations of the conser- vatives in any case.
