The motorists’ associations are anxious to head off any such re- taliation, but they are’ equally in- terested in protecting the careful driver from the onslaughts of the reckless and incompetent man at the wheel, Washington itself ts undergoing a red orgy of ‘motor recklessness. Almost daily there are cases of per- sons knocked down and seriously in- jured while the driver of the car speeds away from the scene, caring nothing for the fate of his victim. ‘Three deaths have resulted in this way and the police have been unable to trace the drivers who have been denounced by the coroner as “mur- derers.” Chief of Police Sullivan has told his officers that the man who leaves-a victim lying unattended in street or road is guilty of deliberate bloodshed. One type of murderer, he said, has the intent to. kill prior to the cOmmission of the crime. The automobile driver has the intent to let his victim die if he fails to stop and give the first aid that might re- sult in saving his life; therefore his deliberation comes after the act in- stead of before. ‘The ‘Washington people are aroused as never before against the motorist and are urgi the ies less war on fly-by-night concerns en- gaged in selling meaningless “serv- ice” contracts to automobile owners, and with these fake insurance and motor organizations fleeing for safety to other parts of the coun- ery, motorists throughout .the na- tion should be on their guard and Dave dealings only with reputable alubs and insurers, according to a warning just issued here by Presi- dent Thomas P. A.
