DIPLOMAT DEAD PARIS, May 15.—(By The Asso: elated Press.)}—Baron d’Esterouneles de Cnostant, senator for Sarthe and one of the most noted proponents of international disarmament, is dead. Baron Esternouneles de Constant, who was born in 1854, was for some years in the diplomatic service, fill- ing posts in Tunis, Montenegro and Holland. Together with Leon Bourgeois he represented France at The Hague conference of 1899. One of his first public pronouncements in favor of supression of armaments was in 1905, when in a speech in the senate he urged the military and naval dis- armament of the European states. In 1909 he shared in the Nobel Peace Prize with M. Beernaert. He veslted the United States several times and in 1911 toured the country extensively, delivering addresses on “the uselessness of war,” and the benefits of arb: Mion. Whi strongly opposed t: e World war, he took a lively interest in the French effort, especially in the de- fense against the German submarine warfare. He also was warm in his praise of the American participation. He was one of the first to see the possibilities of a league of nations and late in 1918 submitted a draft plan for such a league to Premier Clemenceau. Billy Sunday To Rochester CHAMPAIGN, Ill., May 15.—Rev. WwW. A. “Billy” Sunday, passed through here on his way to Rochester, Minn.,, from Memphis, Tenn., for treatment. An ap- peal to the United States railroad labor board to-assume jurisdiction on the dispute should an interrup- tion of commerce occur was taken by the committee of railroad man- agers.
