It is recalled that the government by no means succeeded in coWecting all that it should of the excess profit taxes and that as the latter form of taxation was more arid more studied, business found ways of avoiding its heavy levies. The whole question of es- timating tax receipts is a compll- cated one but the treasury experts have managed in the past to attain @ remarkable degree of accuracy. Apart from ‘he failure of the sen- ate bill to prvvide enough revenue, there is also some uncertainty as to the extent of government appro- priations. The budget as framed by the executive branch of the gov- ernment and the budget that will have to be met when congress gets through appropriating are two dif- feren? things, Congress has de- parted from the budget and threat- ens to depart still more. In his New York speech, Mr. Coolidge estt- mated that nearly three billions of dollars would have to be appropria- ted to meet the bills being pressed in | congress, Most of these will not be passed but a dangerously large pro- portion may be pushed through at the last moment all of which affects the revenue getting side of the gov- ernment. Take for-example the MoNary Haugen bill which require a $200,000,000 appropriation. Mr Coolidge will probably vote that measure if it comes to him on the ground that the government ha the money for that purpose. it's economy which the president ha decided as his battle siogan and he can get more votes in congress to support his veto that way than any other for the excuse of lack of funds fs unanswerable unless taxes are to be increased instead® of reduced this year. FRANK BARROW DIES SUDDENLY (Continued From Page One) in»newspaper work by his elder brother. After Frank Barrow was’ gradu: ated from the Budget office, went out into the newspaper ftie'd of Wyoming and served upon many of the newspapers of the state. All of the Big Horn basin papers at ome time or another were brighten- ed by his writings. The Meetectse News was his, published in a one. room log shack, on a- Washington press, yet it made a reputation and established some prestige for its publisher, It would bea task to en- umerate the Wyoming newspapers for ‘which Frank Barrow has, one time or another, written. It would be better to include them all, At Teast all those cf Republican politics. He was a brilliant writer, had a well developed sense of news, a streak of humor, a fine command ef language and entertaining style, an¢) great industry. These are the essential elements, and Frank Bar- row was blessed with them all. A few of the publications on which he served in addition to the Budget and Meeteetse News, may be en- umerated: Sheridan Post Sheridan Enterprise, Cheyenne Tribune as the principal ones. Some twelve or fourteen years ago Mr. Barrow tired of newspaper work in Wyoming as a profession and ente the government serv- ice at W ston, he held a num Yer of positions of honor and trust and by reason of his newspaper ex perlence and pleasing address be. came invaluable, For a number of years he was secretary to, Hon. Frank W. Mondell, member of con- gress from Wyoming remaining as legislative clerk when Mr. Mon¢ell became majority floor leader. When Mr. Mondell retired from congress, his successor Hon. Charles §. Win. hi hi ter secured the services of Mr. Bar- row was secretary from March to December in 19 when Mr. Bar- row returned to the office of the new majority ficor leader, Hon Nicholas Longworth, and resumed his former place as legislative-clerk, which place he was filling at the time of his passing. Mr. Barrow was twice married By the first union he had a daugh- ter, mnarried and residing in Mon- tana. The second romance occurred when Mr. Barrow was state editor of the Cheyenne Tribune and Miss Bond was society editor of the same paper. By this marriage there was one son, Robert age twelve years, who is a musical prodigy. The news of Mr. Barrow’s death came yester: afternoon, shorty after t from the Re- publican state at Lan- der had arrived Among the delegates were Hon, Frank W. Mondell, Hon, Charles Winter and Wallace Bond, brother of Mrs. Barrow, all of whem had been close: ly associated with Mr. Barrow in life. The first outbreak in the low humidity region of the Flathead national forest “was reported yesterday. Large fires are burning on Wolf creek and Mud lake, northeast of Big Fork. They are outside the na- tional reserve but are spreading rap- idly toward the boundary, with large forces of men endeavoring to halt their advance. Humidity in this district 1s the lowest ever recorded for April and forest officials here consider the sit- uation extremely perilous. Seven new fires are reported in the Kootenai forest. A blaze five hundred acres in extent on Calla- han creek is destroying much val- uable timber, with 125 men fighting it. On the north fork of the Yaak river, a fire is burning over 200 acres and spreading into virgin tim: ber. Thirty men are attempting to check this blaze, which was started by brush burners, despite repeated warning of forestry officials. A blaze on Pilgrim creek in the Cabinet forest near Noxon has spread over three hundred acres and into planting operations. ‘The Wilson fire in the same forest has been checked. Numerous smaller fires are breaking out constantly. pabiiae Poke Acsbina tac, SEND IT TO THE PEARL WHITE LAUNDRY PHONE 1702. WANTED—Clean Cotton Rags at The Tribune Office.
