D. 1924, there was feed by the City Council of the ity of Casper a resolution of in- tention to improve by grading, paving, constructing curbs. and other incidental work, the follow- ing streets, to-wit: ‘ark Street from the north line of East Second Street to present avement at south curb. line of ast Yellowstone Highway; Grant Street from the north line of East Second Street to south line of East Railroad Avenue; Whereas, No remonstrances or objections to said improvement having been filed with the Clerk of the City of Casper, in the man- ner and within the time provided by law, now therefore, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF CASPER: Section 1. That a paving and improvement district to be known as Paving District No. 41 is here- by created within the City of Cas- per, State of Wyoming, which dis- trict is hereby formed for the pur- ose of improving by grading, pav- ing and other incidental construc- tion of the above described streets and parts of streets. Section 2. That all of the por- tions of the said streets herein- after set forth included in said Paving District No. 41 shall be paved between the curb lines thereof in a good and ‘substantial manner with a paving of one of the following kinds to be selected by the Council. That all of the property within the limits of said assessment dis- trict except the streets and alleys or parts of streets and alleys in. cluded therein shall be considered and held to be the property spe- cifically benefited by such im- provements, and shall be the prop- erty to be assessed to pay the costs and expenses of said improve- ments, which costs and expenses shall be assessed on all propert; so benefited in accordance wit the special benefits conferred upon said property in proportion to area and distance back from marginal lines of said streets respectively and portions thereof as aforesaid within said paving district. That the amount to be assessed against the separate lots, tracts and parcels of land within said district shall be estimated and ap- portioned in the manner and in ac- cordance with Section 1984 of Wyoming Compiled Statutes of 1920. Section 5. ie City reserves the right and shall have the power to let contracts for the entire work or contracts for parts thereon in separate and specified sections, All bids for paving construction shall be made upon uniform propotals and shall require, in addition to the general bid, the price per square yard for the cost of lay- ing the paving upon the streets when graded, which said price shall be specified in the contract and any deductions or additions in the amount of calculations in apportioning the cost of said pav- ing shall be made upon the basis of such cost per square yard.
