Commission WASHINGTON, Dec. 13.—Argu- ing for the fixing of $700,000,000 as @ feceral valuation for the great Northern railroad system, Ralph Budd, president, told the Interstate Commerce Commission that any northwestern railroad _ traversing the same territory would need a 15 per cent rate increase over the charges made by tho Great Northern to earn a fair return. The Great Northern, however, will in all lkihood, be able to ren doer its present service at present rate levels, Mr. Budd said, because of the high efficiency of its plant andthe location of industries alopg its lines.
