The idea is commendable. It’s in line with what most big cities have done in handling their traffic congestion. But there’s a joker in the Seattle ordinance. Traffic now is handled by a regular squad, in charge of Sergt. Frank Fuqua, operating, like the pawnshop and other squads, under the direct supervision of Chief Severyns. cue The new ordinance puts the traffic division on the same plane as the detective bureau. Its chief will be the real boss. Protected by civil service, he can be removed only for cause. Here, in the language of the ordinance, is the joker: “such sergeant of the traffic depart- ment shall be deemed to be and hereby is named the incumbent in charge of the traf- fic division. And the former position of ser- geant of the traffic department is abol- ished.” That means that Sergeant Fuqua will be automat ically given the job as chief of the traffic division. And following the new job will Gome an increase in rating and in salary commensurate with the respon- sibility, Sergeant Fuqua is a Chief Severyns appointee. He replaced Lieut, Carr when Carr was “sent to the woods” by the chief for criticizing the tearing up of traffic violation s' ps and other irregularities which he said Severyns insisted upon. 2 The Star believes a separate traffic division, with no strings tied to it, will go far in straightening out Seat- tle’s present serious traffic snarl. But it does not believe that provision for such a di- vision should carry with it into the security of a civil service job, the advancement of a man to head it who has not fully shown himself capable of handling it. Is Fuqua the man? He does not have the indorsement of organizations that have studied Seattle's traffic needs. Downtown congestion and everyday traffic tangles, growing worse constantly and with no remedy in sight, indicate that something wrong with the handling. ee In view of these facts, The Star suggests that the Fuqua joker be killed out of ithe traffic division ordinance puree it is passed.
